Arcane Master
Arcane Power? Check. Enormous waves of arcane energies? Check. Weapons or tools? Not on your life!
Prerequisites: Access to a power with the Arcane power source; 21st level
The Arcane Master. With a wave of your hand, you can make vistas of rainbows and sunshine or you can create turbulent storm clouds and merciless rain. You have arcane power at your fingertips and you use it whenever possible. You don't disdain or look down upon those who use mundane tools or weapons; you just know that while they are working up a sweat you will be enjoying your freetime and finding new ways to harness and possess arcane energies.
For you, there are no limits. From this point on, you are Arcana personified.
Search for the Arcane: You have done it all. You have scoured libraries in the City of Brass and Sigil. You have found lost tomes scattered upon the Astral Sea. You have shown your allies and enemies the true power you possess.
But there is more out there. There are more planes to explore, more libraries to discover and more tomes to absorb. You enter your private wizard lab and prepare all of the locks. You don't want anyone to enter while you are away, after all. You leave no note, no messengers. Your last words to your friends are written in stone, carved into the very earth at the base of your lair. Your name is etched in the history of your world for all time.
One day, far, far into the future, you realize that there are spells named after you. Spells which you helped to rediscover or develope. But those spells are beyond you now. You are pure arcana; a part of the ebb and flow of the Astral Sea.
Arcane Master Features Every Arcane Master has the following features.
Unlimited Arcana (21st Level): You may now keep one more daily power readied from your spellbook. Choose this power during each extended rest, as you would normally choose them. You may also "hot swap" a utility power for a utility power in your spellbook, once per encounter.
Death Undone (24th Level): Once per day, when you die, you may unleash a powerful wave of arcane energy. This arcane energy will target the creature which killed you (or which attacked you last) (INT. vs. Reflex) and deal 5d10 + your healing surge value in damage. If the target is killed by this attack, then you are restored to life at your bloodied value, stable, standing and with your Second Wind power available, if you had used it previously this encounter. If this attack does not kill the target, you are restored to life in 1d4 rounds with 1 hp, stable and standing. Either way, any effects which require a save to end are now ended.
Infinite Arcana (30th Level): At the end of each successful encounter you participate in, you may choose to reclaim one of the following: one daily arcane power spent during the encounter, one action point used during the encounter or all encounter arcane powers used during the encounter.
Arcane Master Power
Pilfer Arcana Utility 26 You siphon the power from an arcane spell which was meant to harm your allies. _______________________ Daily ✦ Arcane, Implement, Healing Immediate Interrupt Area burst 5 within 20 squares Trigger: An arcane attack is used against you or your allies in burst. Requirements: Must have no weapon equipped (unless it's a weapon being used as an implement.) _______________________ Effect: The triggering attack affects the enemy which used it, in full. In addition, you and each ally in burst regain one arcane encounter attack power which has been used during this encounter. If an ally has no arcane encounter attack powers used, then they may instead spend a healing surge and gain double their healing surge value health.

Pilfer arcana is probably too powerful a piece of healing that's available each encounter.
Alternate wording is possible in the entry... "Access to a power with the Arcane power source" will allow anyone with any arcane training in. Makes a bit more sense I think.

That's what I'm here for.
I will note that "Infinite Arcana" may be abusable, but I'm not sure how.

That's what I'm here for.
I will note that "Infinite Arcana" may be abusable, but I'm not sure how. For "Infinite Arcana", I worded it so that they could only reclaim a power used in the most recent encounter. If they have a favorite daily power, they can reclaim it each time but they don't get to reclaim an action point or any encounter powers. If they want to be able to have an extra action point for the next encounter, they can reclaim an action point but no daily power or encounter powers. If they don't want to take a short rest to regain their encounter powers used, they can reclaim those but no daily power or action point.
I can't see an easy way to abuse it. I suppose there might be something to using a daily a nigh-infinite amount of times in a day but this is a 30th level destiny feature called "Infinite Arcana" ... surely it's allowed *some* munchkinism at that level?
Also, fixed Death Undone to have an actual attack (INT. vs. Reflex)
Ooo ... I guess I need to make sure that it only allows for an Arcane daily and only Arcane encounter powers. Not sure of a way to place such a limit on the action point, but maybe I don't need one?
