From what I can see I no longer have any complaints about dual wielding RAW for fighters, rogues, particularly dagger rogues, on the other hand I think could benefit from an extra attack.

Too try and balance this I'm going to invoke a TWF houserule my playgroup has been debating with some modifications

Improved Two-Weapon Fighting (Paragon Tier Feat)
Prerequisite: Two weapon Fighting
Effect: If your main hand attack hits you may make a secondary attack . against the same target as a base attack, without str mod as a . minor action if your off-hand weapon has the off-hand property.

This gives a touch of help to katar rogues which don't seem to get enough love in terms of sheer damage output, laying aside of course that the rapier is the damage dealing weapon of choice for a rogue, and helps ensure that the dagger rogue is getting a touch extra oomph out of that off hand weapon above and beyond those folks who don't use daggers, the ideal two weapon melee weapon.

In the long run those still adamantly opposed, and I would like to not not due to poor reasoning, to broader TWF rules will likely see this as no better, but I do hope that it carries enough balance and flare for all those who wish to see a striker roll more than once for attacks without having to sacrifice Paragon Path or a series of feats that may be put to better optimizing their low damage output with daggers until Daggermaster PP.

I was actually going to suggest a similair fix, my version;

Superior Two-Weapon Fighting:
Paragon Tier Feat
Requirements: 15 Str, 13 Dex, Two-Weapon Fighting, Two-Weapon Defense
Effect: This feat replaces the effects of Two-Weapon Fighting. Upon landing a successful basic melee attack, as a minor action you may make a melee attack with your off-hand weapon. Do not add your strength modifier to either the attack or damage rolls. This attack does half damage.

Superior Two-Weapon Defense:
Paragon Tier Feat
Requirements: 15 Str, 13 Dex, Two-Weapon Fighting, Two-Weapon Defense, Superior Two-Weapon Fighting
Effect: +1 AC, +1 Reflex, Whenever you successful avoid a melee attack to either AC or Reflex, you may man an oppourtunity attack against the target. Do not add your strength modifier to either attack or damage rolls. This attack deals half damage.

So, in the end, if a TWFighter takes all four TWF feats, he ends up being ahead of a Heavy Shield + Sword Fighter as far as damage dealing goes, but, once again, at the cost of four feats. Two Heroic, Two Paragon to start with, which is about what MCing it ranger would cost you. I think STWD might be a little strong. You could change it to simply one damage that always hits. Making it more than that without the attack roll would be broken though. In the end, Its usable, just not to everyone, which makes sense for something as crazy as TWF.
