Some time the next day in the afternoon, Falis appears to the ambassadors and offers a rolled piece of paper held together with a fine piece of string. "Here is our offer."
He bows slightly and leaves.

After carefully reading the proposition the ambassador replied to the king, "I find your offer fair, my lord, however I think we can make some little modification..."

The tiny outpost was overrun. Soldiers and guards were overwhelming the space available, forced to camp in the fields around it while their leaders met within.
The twin magnates of Meribia and half of the Siveran council waited patiently within the utpost, awaiting any other continental leaders who might choose to answer their request. They had sought out every one, even those who had stood by the wayside during the way. Alexandria, Terena, the Iron State. Naru, the gnomes, and even the isolationist elves had been sent messengers.
Despite it's simple construction, the innards of the outpost had been remodelled and luxuriously appointed in preparation for any leaders who chose to come.

The Alexandrian ambassador arrived to the outpost, complete with a contingent of angelic High Guards. The ambassador himself seemed strange to the assembled leaders, beyond the fact that it was a male ambassador, seeming to shiver and twist at times.
He bore a simple vellum scroll bearing a message from the Council:
"Regretfully the Council of the Sundered Crown cannot send any of its members, recent happenings within the Holy City are in requirement of their direct attention.
-Alennia, First Councillor"

An elderly eladrin stood up, indicating the mabassador. "We are pleased that Alexandria was able to send a representative, considering their troubles."
The assembled nodded, voicing their agreement. The dwarf stood up, smiling at her comrades "Yes, we had been concerned that no one would come. I am Magnate Myria, and this" she said, indicating the halfling beside her, "is Magnate Darin."
Returning to her seat, she nodded at the eladrin. "I'll let our Siveran friends introduce themselves."
The elder eladrin nodded. "Thank you, Myria. We four are part of the council of nine, leaders if Sivera. I am Elien Helaania. This," he said, indicating the shadar-kai behind him, "is Corin Meridan."
As he turned to introduce the other two, the shook their heads, and he shrugged. "I am aware that Alexandria knows little of our matters of ruling, so I'll offer a short explanation for your benefit. The council of nine are chosen by the official recognized churches of Sivera, worshipping Veros, Mara, and the Empress. My two silent compatrios worship Mara and the Empress respectively, while Corin and I are dedicated to Veros. If they choose to introduce themselves, that is there choice."
He returned to his seat, indicating the halfling, "Darin, if you would, please explain out plan."
The halfling smiled, and stood up, stepping onto a slightly raised platform beside his chair. "Ahem, yes. Essentially, the records of our nations show that the giants of the Imperium have invaded this land three times throughout history. Each time, they were narrowly driven back when various forces finally came together against them. We of Meribia and Sivera have discussed the problem, and came to a solution."
He pushed a stack of metal plates across the simple table. "This explains it in grand detail, but essentially, we hope to form a coalition between the nations of our land, a promise to combine out efforts to defend any member that comes under attack."
He leaned over onto the table. "This time, the loremasters were there, to convince us to work together and repel the invaders. But it took them ages to come to such a decision. Next time, there may not be enough time to wait for them."
He hopped of and returned to his chair, letting Myria stand up next. "It is a simple matter. Nations that choose to join our coalition can trade with each other, and promise to come to one another's defense, but each nation retains it's sovereignity, free to do what it wishes otherwise."

Carefully scanning the stacked sheets the ambassador began to speak.
"How much do you know of Alexandria?
As Alexandria stands now, our trade is open to any who seek it. Our guilds sell their blades to the highest bidder. I suppose that is true in treaties, as much as in bartering. If you wish a coalition of forces I suppose there are few better with whom to ally yourself, though I would like to hear word from the other nations first.
To be concise... Our soldiers are often as not sold to whoever is willing to pay highest.Of course a strong alliance is worth more than a weak one, and so that weighs heavily into the Council's decisions. Unfortunately there is little in the way of controlling the sellswords, citizens are by law, tradition, and command of the Great Lord free to make their own decisions."

The elder eladrin nodded. "We understand that the sell swords and mercenaries are beyond your control. We want the government to join our alliance. We won't hold mercenary tendencies against you."
Myria smiled. "You are absolutely right, Elien. We seek the backing of the alexandrian government in our alliance. The sellswords and mercenaries will do what they wish.

"Then I feel that I can speak for the Council; if there is to be an alliance then the Council will be happy to lend their strength.
Of course I would like to hear from other nations before any agreements are finalized. I am unsure of the power your nations hold, andyou will understand if the nature of my people and my nation require me to know everything that is offered before striking a deal."

The leaders nodded. "Of course, "Darin said, standing back up on his platform. "We have reports that there may be other leaders appraoching, but we have yet to confirm it."
Myria watched the human carefully. "We fell confident that the terenans and gnomes will likely join us. Other nations though, we cannot be sure.
