The lizardfolk-magocracy idea sounds awesome! And the later possible tie in with the rabbit like reproduction rates sounds like a great adventure. I've always been really interested in the way the introductions of exotic species messes with the local food chain.
I really like the idea of raptors having a soft spot for apples, so I'm hoping to go with that. Sort of a cute scooby snack for a much more vicious looking but still sweet at heart and faithful companion.
I think it would make more sense for Hadron and Olly to have found the undercity because of the in and out of cliffs while hunting in forests approach. Perhaps a-while back Hadron and Olly had been looking for a cave to camp in near the forest that they hunt in. While exploring the cave they came upon the interconnected tunnels of the undercity. Maybe because we found giant glowing goblins or some such mutated beast that we couldn't beat and ended up running deeper and deeper into the tunnels to get away from.
As for why the mutants never left undercity: maybe the mutants are the cities best kept secret. it could vary from something as cliche as "Often have the parents warned their children that if they were bad they glow in the dark goblins would steal them at night" to something like "the old lord of the city is the reason the people are so mutated under the city; the people live in fear and everyone knows that political rivals,people who speak out against him, poor people and orphans mysteriously disappear and are never heard from again. The lord has a hiddden inner circle of mercenaries who kidnap the people to be used in the lords twisted experiments."
The website blog idea is gonna be lots of fun and I'm bookmarking it as I type this.

The mutants/abberations are Cliffvale's best kept secret...even Cliffvale didn't knew that it was there until after the "earthquake" which causes the players to meet up in the Under-city.
But adding some mutated kobolds/goblins in some way to local folklore would be a nice detailed touch. Started by some locals coming across these goblins during their nightly hunts in the nearby forest and mountain crevices. But no one took these local hunters seriously. Still over time more and more parents started using that story to scare little children. Beware of the little mutated goblins who will appear to take you away and eat your flesh if you're not a nice little brat. Like our boogy-man story in fantasy style hehe.
Seeing how the PC's know that these goblins actually exist after their encounters with them it can hardly be a proper quest hook. It'll be more like a confirmation then. But still for immersion it is quite a nice touch.

Umm on the topic of character sheets im getting my copy of martial power on tues what would you like me to do until then??
By best kept secret I meant something more along the lines of the townspeople all know about it but are too afraid to speak about it because of what it would mean for them if the powers that be found out they were talking to strangers.I had a very "the time machine" type of dystopian impression of this good city we're in where all seems happy and peachy even as people go missing. In hindsight though this idea seems to fit badly with our current idea of the city and would best be left as a possible twist for a future area.

OK so I am creating a place for the game I am creating a blog that will be the game where you can comment as my players on each blog posting.
I will link to it once i have it worked out.

It has a comments section so that once I post you can post in comments to let me know what you are doing we will keep this up if you want to track the game.
We will start after we finish the first dungeon.
In so far as the why of the earthquake. There is a reason for it and if we are playing it will have to remain a secret. 
The Living Undercity is a strong concept so I am going to incorperate it into the game. The party faces enough monster (Standard fare except for a few mutant goblins that glow in the dark )
You now have 2nd level treasure.
Inax was one of the cliffvale townsfolk who fell with you. He is from the city. He was tracking the warforged with a henchmen when he fell.
So I will need some character sheets players the character generator beta is out so go nuts or just send me the stats to my email

I think I've got a fillable character sheet downloaded. I'll do it up tomorrow and send it to you.

A re-cap for the lower level part of the campaign so far. Just to make sure we don't wander too much off track after my previous "rant"  Feel free to rant anytime - that's part of the creative process! 
Groups -Elite Battlemages - Have their own tower in Cliffvale from which they operate -Mercenaries - a group of paid mercenaries in the service of the Overlord -Technocrats - an order of artificers in a funky steampunk way Way cool recap. It's neat to see the campaign we're making as a whole. Pretty good stuff there. 
Should there be two groups of Battlemages - one heroic and one villainous?

Seeing how I'm still trying to get the Homebrew class up it isn't possible to make a character sheet yet. But if Aldoth wants it I could just go with the Spellsword class from the Forgotten Realms or do the War/Wizard or Fighter/Wiz multiclass. -edit- I'll make an Assault Swordmage with a spear hehe (why did i call it spellsword o.O) from the Forgotten Realms PHB. And keep working on the battlemage concept for later and as NPC group usage etc. -edit- I'm playing DnD with myself. A mini-quest with this Swordmage. He is WEAK!! So Leowulf...if you can take a big beating...that would help

Fair enough with the spellsword what we can do is introduce a Battlemage later and you can take it on as a Paragon Path instead of a class.
I will be interested to see how that goes.
This is going to be a party with a bit of a glass jaw. The Warfoged is a warlock and Battlemage is going to be a bit on the light side when it comes to combat and the Ranger isnt the toughest of characters. This is not a problem we are just going to have a few challenges when it comes to encounters.
Bring on the fun.
