Do these people threaten the LG rogues in the party with this treatment? That would prove interesting. The only LG rogue I've ever played is the one I'm playing currently and I fairly certain he could take the rest of the party right now*.
*A couple levels of fighter mixed in with rogue will do that.

4e should be a little different to handle. With the way they do skills, anyone could be a thief. Auto-shakedowns would be little less than molestation.

I'm assuming this is 4e? 3.5 actually.
Our DM told me that based on where the party was at the time when my last character died, that the only race that made any sense to rejoin the party right away was a goblin or orc. So I created a goblin that was a slave before escaping with an NPC dwarf. At the point where he joined the campaign, he'd been scouting/raiding the orc strongholds that the PCs are heading for.
I was late getting to the session that I joined them with my new fighter/rogue, so I arrived just as it was turning into a TPK. Since the only one that I was able to save was the wizard, the other three players have since made the rest of the scouting party*.
With the right combination of feats and skills, I can manage a 28 AC as a full defense, 25 fighting defensively and a 21 normally. With Move Silent and Hide both at 15 (modified) and weapon finesse to make sure I can score a hit, I made one heck of a tough goblin. But I can't do sleight of hand and Bluffing is out of the question.
*The other players loved the detailed history I wrote so much that they jumped on the bandwagon and made dwarves to accompany my goblin that acts more like a dwarf than dwarves do.
