Well, this is the guy that I was planning to use to cap off the Paragon level of my campaign, so there may be more detail here than necessary (hope I'm not violating Element E too badly...). I also have some combat tactics along with stats for the bodyguards, but was afraid that I was already throwing too much stuff into the pot.

He's also not a "villian" in the traditional sense of the word, being a good cleric of Pelor and all, although his plan would certainly be bad news should it come to fruition. Maybe I'll get some extra credit for thinking outside the box

[FONT="Book Antiqua"]Thorfinn Skyhammer is a dwarven cleric, holding the title of High Priest of Pelor and veteran of a bitter war against a powerful necromantic cult. While emerging victorious, Thorfinn was unfortunately stricken with an ancient necrotic disease for which there was no known cure. Thorfinn has kept his condition secret from the church hierarchy for fear of being removed from his office, or even possible quarantine until the sickness finally claims him. With the help of a couple trusted aids, he has determined that while there is no direct remedy for his ailment, there exists a means to remove the magic from his body… by removing all the magic from the world.

Thorfinn’s lifetime of experience with fighting undead, as well as the effect of the disease he now carries, has left him slightly unhinged, although this is mostly interpreted by others as devoted passion to his duty. He sees the elimination of magic as a means of ending forever the threat of undead as well as saving his own life, and so uses that to justify his otherwise selfish motives. He is likewise blind to the full ramifications of what he intends to do, such as the extinction of all races and creatures that depend on magic to survive, the fact that he and his fellow clerics would lose their divine connection to Pelor, or even the possiblity of the destruction of the world.

If the party contains a cleric or paladin of Pelor, of if they defeat an undead foe of Lord, Lich or Death Knight status, word of their deeds reaches Thorfinn and he invites them to his cathedral. He will meet privately with the PCs and explain that he has found a means to eliminate all undead forever from the world, and requests the party’s help in acquiring certain items and artifacts being held by followers of Orcus, Vecna, Corellon and Ioun in order to complete his ritual, with himself providing the needed object from Pelor.

He is kind and supportive to the PCs, offering the support of the church in materials and expenses, but swears them to secrecy about their mission, claiming spies and saboteurs infiltrated in the church that may endanger them. At no point will he confess to his disease or to any other effect of the ritual besides the undead elimination. A successful Insight check will determine that he is sincere about his intention to destroy undead, but is not forthcoming on everything he knows. If pressed he will gently but firmly dismiss their concerns by claiming it’s for their own protection that he not share everything right now, but promises to reveal more later on.

If the PCs do their own research into the combination of items they are to retrieve, they may learn of the full effect of the ritual. If they investigate Thorfinn, they find his reputation beyond reproach but may be able to discover about his disease. If they can manage to find a cure, Thorfinn will abandon his plan for the ritual.

Thorfinn is normally accompanied by his two bodyguards (Lvl 20 Elite Soldiers). Should he be slain or otherwise die while diseased and not given proper burial rites of Pelor, he rises within 3 days as a Tormented Ghost, seeking revenge against those he perceives as being the cause of his death.

4. The villain has a secret that, if discovered by the adventurers (and the entry must explain how the party might discover it), can be used to their advantage.
5. The villain has laudable goals but uses villainous means to achieve them.
8. The villain suffers from a disease.
11.The villain will act as a patron to the adventurers.

Ok here goes

Westron Phillips

Westron Phillips is a good hard working man, by day he works as a clerk for one of the city's magistrates, three nights a week he busses tables at The Deep Goblet, a adventurers favorite.

The city is filled with vice and corruption, and this good man got tired of seeing criminals walk due to red tape, and corrupt guardsmen. He himself was unable to do anything about the situation, but the adventures he served drinks to might. When the time seems right he slips adventurers info about the criminal element, and lets fate take its course. Likewise during the day he has a detailed list of good and bad "cops" to help him out. He knows where information can do the most good.

The Plot

The king grows old and the young prince is a ner-do-well who allready owes favors to the citys underworld. He is sure to be soft on crime. The prince's uncle however is a battle hardened Warlord. He would bring some much needed disipline to the city.

So through a series of rumors, false evidence, and creative fact manipulation he is ploting to ruin and kill the young prince...done right the group he uses might even be seen as heroes.

In direct conflict Westron poses no threat to PCs...he can't even defend himself. However, his freinds and contacts allow him to cause a great deal of problem to the PCs. He can even leave a "if anything happens to me" letter if he knows the PCs are on to him. Nobody would believe that unassuming Weston would be a Mastermind...he just doesn't have that in him.

Options used:

7. The villain is a threat to the adventurers despite being stated as a minion
