Because with the right amount of optimization they can easily go past the limitations of other classes. Since they are also core-classes they have had every book add at bonuses or trade-offs to them (this allows for more opportunities to optimize them).
I realize that isn't an exact answer, mainly because its based on the community's opinion. People have found ways to make Druids and Clerics overpowered, so therefore they are seen as such. In many casual games, this really isn't a problem since players will not be able make their benefits stack through the ceiling. The fact remains though that it can be done, but then again, that can be said for other classes.

Q8284: I have seen many builds that focus on applying Wisdom to AC from multiple sources, like Monk, the Balance domain, etc. According to d20srd, Ability Modifier is a modifier type, and therefore would not stack, regardless of how many different sources attempt to apply it. This seems like a blatant counter to any build that relies on applying the same ability modifier to the same target (such as AC) that I would expect it would have been caught before now. Therefore, I am curious, is that a new rule? Was that not previously in the SRD? If so, where did it come from, and how did it wind up in d20srd.org?

A8284: The rule is not new. I'm unable to locate it in the SRD (in an official download of it, rather than a site secondarily constructed around it), but "ability modifier" has an entry in the glossary of the PHB. "Ability modifier" is noticably absent from both the "Bonus Types" section of the DMG (page 21), and the equivalent section of the Rules Compendium.
While the d20SRD site is very useful, it may be making a slight misinterpretation by listing ability modifiers alongside the named bonus types, since the PHB glossary explains a wide array of different terms, not merely those relating to bonus stacking.

Zauber's Mutable Rod: This rod has a number of useful functions that make it easier to live in the wilderness. It is made of polished wood, with five studlike buttons on one end. Each button produces a different effect when pressed. Unless otherwise noted, the rod’s functions have no limit on the number of times they can be employed. • When button 1 is pressed, one end of the rod produces a small flame, equivalent to a candle. • When button 2 is pressed, the rod unfolds into a two-person tent, complete with bedrolls and warm blankets. • When button 3 is pressed, the rod becomes a one-handed hammer, suitable for pounding pitons into a wall. • When button 4 is pressed, the rod becomes a sturdy iron spade. • When button 5 is pressed, the rod becomes a wooden bucket able to hold 2 gallons of liquid. Once per day, it can be commanded to fill with fresh water. If the rod is seriously damaged or broken in any of its alternate forms (button 2, 3, 4, or 5), it reverts to its basic rod form and cannot be activated for 24 hours. Q8285:Do swarms work with lycanthropy? Here is the relevant quote from the SRD: The lycanthrope takes on the characteristics of some type of carnivorous or omnivorous creature of the animal type (referred to hereafter as the base animal). This animal can be any predator, scavenger, or omnivore whose size is within one size category of the base creature’s size (Small, Medium, or Large for a Medium base creature). Lycanthropes can also adopt a hybrid shape that combines features of the base creature and the base animal.
The reason it might work is because swarms like the Rat Swarm (SRD) or a Murder of Crows (Tome of Magic pg 87) are both listed as size category Tiny, and both are animals, so it is within one size category of any Small humanoid or giant.
The reason it logically wouldn't work is because a Rat Swarm is 300 rats and a Murder of Crows is 1000 crows, not one of each. The rules refer to the base animal, not the base animals, so the intent seems obvious that it should not work with swarms, but how about rules as written?

A8285: The lycanthrope template grants the shapechanger subtype, but not the swarm subtype, so it cannot produce a lycanthrope that transforms into a swarm.

A8286: It is amazing for druids who ride their animal companion, who coordinate attacks with their animal companion, etc. There are lots of methods to remain within 5' of your animal companion at all times. Just remember to say "Heel" a few times.
