A Specialist simply doesn't have those spells in his spell list, so he's the same as, say, a Rogue; He didn't take an oath to not use those spells or something stupid like that.

Example: Level 9 - Have: Blood in the Water, Death From Above Level 10 - Trade Death from Above for Pouncing Charge (Pouncing Charge requires 2 Tiger Claw maneuvers)

A3202 It is poorly worded, but RAW you just have to "move past the [enemy]". This is common w/ many of the Binder vestiges: you absolutely have to ask your DM, b/c customer service has been particularly bad about getting definitive answers that make sense w.r.t. the vestige abilities (see the consolidated binder handbook, third post, I believe, for some examples). Were I DM'ing, I would rule that you have to threaten the enemy, which (usually) means no ranged attacks.

This ability only requires one to "move past" their enemy to attack them. My question: can this be applied to ranged attacks? What constitutes "move past"? Does the character need to threaten the enemy?

Thank you for contacting Wizards of the Coast game support.
Unfortunately the writing of this ability is very ambiguous. The intent however, seems clear. It should be limited to melee attacks and only against enemies that you move adjacent to. It seems that the ability requires you to move at your speed, and be able to attack each creature you threaten during that move one time each.

A3220 I'd say no, because you first lose Maneuver A, before taking maneuvre B, therefore not abiding the prerequisite of 2 Tiger Claw Maneuvers A3220 Per Custserv, you can in fact trade away a maneuver while learning another that required that maneuver as a pre-req:
