Basically, a friend of mine and I were discussing if a crossbower with no spellcasting abilities could take on an archer with no spellcasting abilities. I wasn't really getting anywhere with the argument, so I throw myself before you, CO Board!
In short, I was wondering if there are any crossbow builds out there that can match up to the archer without using spells?
The idea is to use a 28 point build, no level adjusted races, and no online sources(basically, no crystalkeep). I'm limited to Core, Complete, UA, and XPH
Any ideas out there?

If you have the rapid reload feat, they are more or less the same.

Well there is no composite Crossbow so no STR Bonus.
So you can ignore Str in your Pointbuy while a Bow using Archer could need it. More Stats for other scores and so maybe better in Skills or HP.
Bow archer takes Str. Crossbow takes Con.
So in a battle between them there is 1 Dmg agains 1 HP.
But like runestar said otherwise there wont be a great difference.
Only that Crossbow is useable by more people.

Nope, a crossbow using character will never archive the damage output you can do with a Bowman! And rapidshot or multishot don't work very well with a crossbow. Unless you are using some kind of magically reloading repeating crossbow... But an archer would still be better, cause he could invest the money in some nice gimmics like icy burst or keen AND there are no such things as mighty crossbows...
...forget it. There is a reason, why you finds tons of nice archer builds around here and no (not that i know of...) crossbow using guy.

Can't a Light Crossbow be a 1 handed weapon? If so, you can have a lot more attacks than a normal archer. While supremely feat intensive, doing archery and two weapon fighting can prove to throw a lot of bolts at an opponent.

If you can convince your dm to allow you to use an ice chucker from frostburn as a crossbow then you might be able to enchant it up to simething like a reqular archer, however you will lose out on a lot of range. On the other hand since it fires Javalins rather than normal bolts you can soup those up considerably as well.

My advise: Crossbows suck! (sadly... because they are quite a stylish weapon...)

Normally, operating a light crossbow requires two hands. However, you can shoot, but not load, a light crossbow with one hand at a -2 penalty on attack rolls. You can shoot a light crossbow with each hand, but you take a penalty on attack rolls as if attacking with two light weapons. This penalty is cumulative with the penalty for one-handed firing.[/quote] You can do the same thing with a repeating crossbow.
You can fire a repeating crossbow with one hand or fire a repeating crossbow in each hand in the same manner as you would a normal crossbow of the same size. However, you must fire the weapon with two hands in order to use the reloading lever, and you must use two hands to load a new case of bolts.[/quote] So what you need is a magical (or mechanically "souped up") repeating crossbow that automatically loads the next bolt every time you fire. Then take all the Two Weapon Fighting feats, and you can crank out a large number of ranged attacks per round... until you run out of ammo. Gloves of Storing could help a bit with that.
A character with more than 2 arms could use Multiweapon Fighting and fire even more crossbows per round.
