So long as it's official material supporting the Realms and published by WotC, I'd say it's probably best, with respect to completeness, to include them.

Are they something that individuals not part of the RPGA have free access to? They're not. But, since there are no fees associated with the RPGA, from this point on they'll be the only free source of newly published Realmslore--other than your local public library, of course.
Updated to add that the RPGA adventures already released and scheduled through the end of the year are listed and briefly described in two .pdfs available for download at this webpage.

Is there, that you know of, a mandatory requirement to 'play' and 'report' on these to stay current or by not doing so does that negate your ability to access them?
One of the things I liked from the past with Raven's Bluff was being able to purchase the adventures.
If the 'lore' and the like from the RPGA items are not something easily available to the masses I really wouldn't consider it to be something to be included.

Well, the RPGA stuff is better explained by the RPGA than it is by me. I just joined and I'm still finding my way. So the fairest answer I can give you is to suggest that you look at their websites--I don't feel qualified to answer those questions at the moment.
The questions I have are these: (1) Who decides what is "canon?" and (2) Has a such a decision been made about the Living Forgotten Realms campaign materials?

The questions I have are these: (1) Who decides what is "canon?" and (2) Has a such a decision been made about the Living Forgotten Realms campaign materials? -The way it has been explained to me is, if X villain escapes from 14 out of 30 groups, but is slain by 16 out of 30 groups, then in Canon he is slain. Now if its a tie, I guess they flip a coin?
-The best place to find out is in the Living Realms. I joined to, I still haven't been able to make a session. I want to play a Dragonborn Swordmage. Texas is in the Tymather Region. :D

Hmm, I'll have to check on my local game store and see if I can get a number then. I don't particularly want to play in the RPGA but would like have access to the 'modules'.

Well, now. A local RPGA acquaintance gave me a quick looksee over a few of the modules. And therein I saw the following bits of lore that aren't in any of the materials listed in the current version of the bibliography:
- A fairly detailed description of the current state of the Sembian city of Urmlaspyr, and some historical information about Netherese rules of that nation, including the date and nature of some fairly wide reaching dictates that influence religious life.
- Some insight into working class life among the working class people of Thar, particularly orc-human relations--and some hints about Thayan activities along their eastern frontier.
- A description of the current status of the "Way of Gond," including details both broad (younger clergy are interested in the legacy of Lantan) and narrow (descriptions of holy symbols and clerical raiment).
- A great deal of information about Baldur's Gate, including several new organizations of merchants and some nicely written flavor text about the sprawling city itself.
- Significant information about Waterdeep, including some material about one of the old noble houses, descriptions and names of several taverns, mention of the temple of Oghma, and, as an appendix, the "Laws of Waterdeep," detailing the Four Plaints as they are understood and enforced in 1479.
In other words, it looks like there is a ton of lore in these things.

WotC, please don't wreck the Forgotten Realms a third time in order to introduce the latest version of the D&D rules.
Give us back 3rd Edition's Magic Television concept instead.

No, I'm bewildered by that, actually.
Since the RPGA modules apparently do contain a lot of lore I'm going to incorporate them into the bibliography once I get a few things nailed down. With their schedule of publication, that means the bibliography will be updated on something close to a weekly basis.
