What is the smallest working set of resources I can use to bootstrap a spelljammer campaign in DnD 3.5?
Operating assumption is that planescape's cosmology is the correct one, and that the phlog is mostly confined to the prime.

What is the smallest working set of resources I can use to bootstrap a spelljammer campaign in DnD 3.5? I'm not sure I understand the question. What do you consider a spelljammer campaign? If you aren't doing ship-to-(ship/monster) combat, a spelljammer vessal doesn't need stats and you could just use the typical monsters and whatnot.
If you want ship combat, feats, spelljammer monsters, etc., Spelljammer: Beyond the Moons has the Spelljammer for D&D 3E section. It isn't entirely complete but very useful start.
If you don't have the original boxed set I'd suggest getting the pdf (drivethrurpg.com) or buy a physical copy.
Alternatively the Shadows of the Spider Moon mini setting in Dungeon might be a good choice. (I forget the issue number.)

I'm working on my own 3.5 conversion to the game. Although it will be better with the original boxed set, I intend to include enough light descriptive text (and web-resource pointers) to make it work as a basis for including Spelljamming in a campaign. I'll probably announce it on this forum once its completed, unless I forget.  But if you want to poke this thread every now and again to remind me, feel free. I can't say when it will be done, but I intend it to be of good quality before I make it available.

If, by not entirely complete, you in fact mean entirely incomplete, then yes. Ok. What are you looking for? Do you not have the original boxed set and want enough material to run without it? Do you want ship-to-ship combat? Do you want a complete crystal sphere with several adventures? Without giving us more information as to what you want it is hard for us to help you. Frankly the monsters and feat ideas from Spelljammer: Beyond the Moons would be sufficient for me to run a campaign if ship-to-ship combat wasn't a big part. Never really looked at the ship-to-ship combat on that site so I don't know if that would be acceptable to me.

-The bunch of rules I've used from the website have proven useful and have not let me down so far. I had to go off-site, into the lost spheres, for any kind of ship construction rules. That is not a complete rule-set. Oh and the ones I used? Never left beta and haven't been updated in four years. This is not okay.

This is not okay. Then feel free to update them and submit them for inclusion on the main site. I've never looked at the ship construction rules in the original Spelljammer nor in 3.5 conversions. Just never really felt that was something that the players would do. Most ship designs in Spelljammer were created before they made construction rules so they don't follow them.
