Linguist and the Marks don't match up in your analogy. Linguist doesn't mechanically help any class; combat wise, it's equally subpar for all classes. The Marks, however, aren't; some classes benefit fully from the combat benefits, while others don't. In and of itself that's not bad, but considering the fluff, it'd be preferable if they were equally useful across the board. Specific bonuses are not new in the realm of 4e Feats. Check any of the ones that provide bonuses to two damage types, or only melee attacks and not ranged (or vice versa), etc, etc. Some things are, inevitably, better for one class or another, or one role or another, etc, etc. Dragonmarks will be no different. And, of course, in 3.5, I saw my share of PCs with the Mark of Making who were Fighters or Mark of Warding who were Warlocks or Mark of Detection who were Marshals. It's not always about mechanical synergy. And in 4e, because of class balance and minimal feat benefits (hell, I just recently saw an Epic feat that grants a +1 bonus to attack rolls...I think it was in Martial Power), a "wasted" feat isn't actually going to impact relative worth within a group of PCs.

Wait we can make this better... um, yeah like in the Dragon Below trilogy the Daelkyr are looking to experiment on some kalashtar and you've peeked their interest.... oh make it The Mark of Death to get Vol involved... and um... the Aurum too wanting to break the D'marked houses monopoly by figuring out how you gained their power.

Just so people don't miss it, the Kalashtar are indeed a Cha/Wis bonus race, they get a Bonus on insight and a skill of their choice, an an encounter power that gives them and each ally in a large burst a bonus to will, I assume that this power is going to be called mind link. They also get a save at the beginning of their turn against any dazed or dominated effects. This info can be found in the other thread. Interestingly though, there was no mention of the telepathy - I can only guess this was overlooked, or been changed to a feat perhaps. I hope for the former.

Kalashtar actually do not have psionics mentioned anywhere, from what I can tell. Even their racial writeup says "to be a member of a race that favors the bard, cleric, paladin and warlock classes." They know Telepathy 5 as a language, though.
Heroic: Quori Shield - Resist psychic 5+half level. Heroic: Telepathic Sensitivity: +5 to perception when detecting creatures Heroic: Group Mindlink: All allies can communicate telepathically.
Paragon: Extended Telepathy: Increases telepathy range to 10. Paragon: Quori Backlash: Deal 5/10/15+Wis mod psychic damage to a creature that dazes, dominates or deals psychic damage to you.
Epic: Quori Desperation: The first time you drop to 0 hit points or fewer during an encounter and don't die, you do not fall unconscious as a result of that condition. At the end of your next turn, you fall unconscious if you are still dying.[/quote] Telepathy is still in. 
I'm fairly happy with the Kalashtar. And the Marks look better than I feared.

I'm fairly happy with the Kalashtar. And the Marks look better than I feared. Me to. I am loving the way that Kalashtar are turning out to be. When I first heard about the Dragonmarks I was skeptical (just flip through this tread to see my skepticism). But as time progressed I really started to realize that it would work out quite nicely.
