Hmm thread necro, but I guess it's a good thread to necro in the first place.

My party has just finished a year long arc where they were aligned against a Green Dragon operating out of Whitehorn Wood in northern Breland. Of course the Green was a student of the prophecy and has left in place failsafe plans and orders that will continue to be executed even though it is deceased, slowly directing the PC's in the direction it wants. It's a super-villain that the players can't kill since he's already dead, but this villain is still as manipulative as ever...

So, I've put the campaign on hold until Eberron 4e comes out, but I've got a campaign set around the concept of a dragon who's trying to hijack the prophesy.

His plans revolve around creating false, misleading, or abnormal aberrant dragonmarks in an attempt to alter the world.

His first plan involves forming a fake 'new' dragonmarked house, based around a powerful aberrant marked individual and a large number of fakes and pretenders.

Tilian d' Thuraani. Ex-member of House Thuraani, he was kicked out for some undisclosed reason. He was one of their top assasins and after he left the house he ranked as one of the worlds top 3 killers.

He sided with some Vol members of House Thuraani in Stormreach after he was out of the house. He hatched a plan with them to recreate the Mark of Death. He found the possible means to do this through some ancient writings.
He ended up stealing an Artifact/Eldritch Device from a gnome artificer in Zilargo and set it up in Stormreach. With the device and a Ritual he learned he would be able to recreate the Mark on him. The Device was built into the tallest building in the city which he and the Blood owned. The device drains souls from living things and stores them within a large, Khyber Shard at the top of the Device. The souless bodies then become undead. Through a Ritual Tilian was to acquire the Mark of Death with the souls powering the spell.

He is also a clone of Mordain. The PCs think that he has something to do with the Fleshweaver but do not know the whole story. When they first “killed” him he melted into a puddle of fleshy goo leaving just his gear. He has a special device similar to a phylactery. Whenever he bites it he just regenerates in near the device as good as new. He was Mordain’s perfect clone to date, all of the others either implode in a few days or go bonkers destroying much before they are put down. When Mordain made Tilian he actually let the clone name itself. He gave Tilian privileges  that he gave no other and you could say this was the closest the madman has ever come to loving something besides himself. Of course Tilian is slightly mad himself and selfish like his master so he stole the cloning Phylactery that Mordain was working on and left Droaam. He then masqueraded as a member of House Thuranni for years. His developed his skills as a killer with the House of Shadows.

In 4E rules he has some poison attacks and after using the Artifact/Eldritch Device in Stormreach he has some necrotic attacks as well. He has the Shade template from FR after making a deal with some Shadar-Kai and Dark Ones that live in Droaam. He is a Solo and uses many traps in his HQ and home. He has one weakness though. He covers himself head to toe in armor. He hates contact with others and loathes dirt, grime disease. If he fights in a sewer or some other disgusting place or if he has some type of dirt or refuse thrown at him he will try to flee at all costs. Only one of my PCs has deduced his weakness so far due to the clues that I dropped.

Anyway my players hate him since he tried to have them all killed. He also destroyed the imps drug trafficking business and blew up the Red Ring while the current champ (a player’s minotaur) was still in it. My players will jump at the chance to kill him for good.
