Until they decide to change that because it's inconvenient, too. They want us to lock in because it makes them more money in the short term. Then down the road when they need cash what little stunts are they going to pull? If you pay for a year up front at a fixed price, they can't change the terms of that agreement later.
The *worst* the could do would be to say "you paid for 'these' tools, but these new tools aren't part of your package' ".
While some might suspect WotC of taking that kind of tactic - I remain faithful they wouldn't do so - and even if they would, I doubt their technical capacity to do so.

For those who haven't received the email - price increase coming in July. Apparently the only additional content is sneaks from PhB3. Ouch, not going to be popular. Most people expected the price increase when the Character Builder went live. But instead they kept the INTRODUCTORY PRICING in place so you could have the Character Builder at the introductory price. So 6 months later they finally increase the price. But you can still if you choose to pay for a year at the old introductory prices.

I'm constantly amazed at the amount of leeway we give this company. They walk all over us as a community and all we do is roll over and take it like good little sheep. They promise us the world and deliver us an atoll in the Pacific that is only marginally habitable and we THANK them for it!
I'm going to keep following this to see if they get the picture, but I doubt it. There's too many people willing to let them get away with this kind of crap. You've been getting the Character Builder FOR FREE for months, and you are ******-off when they decide to charge you a buck more a month for the software? And they give you more than a month's notice to lock-in at the introductory rate?
Unbelievable, ungreatfull, and overly self-entitled.

I'd say that the price increase isn't really worth it for the new material... but that it is still an entirely decent price for the current content in whole, since it was undercosted to begin with. (At least since Compendium and CB really become available and usable.) I suspect that is what WotC is thinking here, as well - they've gotten a good crowd with the introductory pricing scheme and probably have gotten a lot of subscribers to the current product, so now they can move to a more profitable price scheme. I think it is a little unfortunate they initially made it sound as though the intro pricing wouldn't change until more tools were added, but given how most of the tools have been pushed back, I think waiting for that point ceased being a viable option for them. And the fact that right now, you can just extend your subscription at the current plan, means that it isn't nearly that big a deal. Though I'm sure plenty will disagree.

You know, that's what we call a Junkie? Guilty as charged. Why does the inside of my arm itch so?
It's not like WotC isn't going to make plenty of money from me. But I may decide to direct that money elsewhere (edit: i.e., printed books from WotC), if I feel like DDI is worth about what I'm paying, and not what they'd like me to pay in the near future.

I'm paid up until December. I was extremely happy with the pricing and content the way it was. I WAS expecting a price increase to something like has been suggested (maybe even a little more), but I expected that when a NEW TOOL came out.
Let's put it this way, if a new TOOL doesn't come out by December, I am not resubscribing. Period.

Or just order it from Amazon for cheaper cost. If you order a lot from amazon, get a prime account, free 2 day shipping, and trust me, it pays off. I just don't understand how Amazon doesn't go bankrupt from the program though. I pay $80 yearly for a program that allows me to buy DEEPLY discounted products and have them shipped via an expensive shipping service in two days. The program has paid itself off in a week or two normally, between movies, games, and D&D books.
BTW, my subscription is over in ~Novemberish, if I renew now, I have several overlapping months, and all I need to do is call CS and get a refund for those overlaps?

So no, none of us have been getting the Character Builder for free. Now, is it cutting one's nose off to spite one's face to be upset over a dollars' increase in the cost of the whole package? Maybe.
But none of it is free.

Let's put it this way, if a new TOOL doesn't come out by December, I am not resubscribing. Period. As has been noted a new tool did come out since DDi's introductory prices were announced. Its the Character Builder. Which by the time of the rate increase in July you will have had at the Dragon/Dungeon/Compendium pricing.
