I just wanted to note that according to the character builder Animate Dead's summons now target Reflex. So now they're actually useful (especially if you get something with reach or threatening reach).

Added a few more paragon paths, gonna keep plugging away at this. Based on the fact that my ratings are getting less of a reaction, either you guys agree with me, or have stopped caring, hopefully the former.

Still looking for someone to do the racial stuff, if anyone wants to

Alright, about Paragon Paths:

Blood Mage
Bolstering Blood should be Blue at least. Remember how people say Bloodclaw Weapons are overpowered? Bolstering Blood is significantly better than anything Bloodclaw can do. It's especially good on auto-hit powers. Snake your Wall of Fire so that it touches on five enemies, use Bolstering Blood, and you have an automatic 5:1 ratio on damage inflicted to damage taken. This is excellent, and I'd be tempted to rank Bolstering Blood as Sky Blue for the correct builds.

Burning Blood, on the other hand, is decent but nothing to write home about, unless you're a Dwarf. Black; Blue for Dwarves.

Bonded Summoner
Summoner's Action is black at best. Most AP-boosters are a lot better than this.

Summoner's Slip is high-end Sky Blue. "High-end sky blue?!" you ask (with disbelief), but that's before I point out that Mage Hand is a minor action conjuration, and hence you can teleport 2 all day as a minor action (and get a Mage Hand to boost). This is awesome, and totally blows the Wayfarer out of the water. Almost certainly not intended by the developer, but who cares?

The Bonded Protector is at least blue. It gets to make an OA when attacked (or whenever someone attcks you). How awesome is that? It also has a great At-Will Close Blast.

Spellstorm Mage
Extra Damage Action: Blue. This is considerably better than average for the AP-boosters, and it really stacks up.

E13:
- Thunderlance is Purple IMO. It doesn't do much more than Thunderwave.

- Personally I love Prismatic Burst ; I find it much better than Frostburn (I pick Winter's Wrath earlier if I want auto-damage).

D15:
- I think Prismatic Beams deserves a Sky Blue. It's a burst, not a blast, and it targets enemies only - meaning you should be able to catch almost all of them in it.
It's much better than, say, Blast of Cold.

- As for Wall of Ice, (easy) Knowledge checks can tell you when they have fire attacks. The ability to physically cut some enemies off is very powerful IMHO.

- Resilient Sphere I had pegged at Red.

But I'd like some second opinions on these.

I didn't look closely at PPs, but in the WoST, what I like about Shape the Dream is that it can be an interrupt pseudo-stun, since the creature doesn't get to make another attack. But it's still Black, I agree.

It's larger, does considerable more damage, targets Reflex, and pushes longer if you have only moderate Wis. Blue for me, and especially if you don't have TWave already.

I think you definitely need to modify what you've written about Visions of Avarice (monsters that are moved into or adjacent to the zone are immoblised (save ends) so can't just walk away) and in my opinion upgrade it's colour.

Because paragon paths are taken as a package, I feel as if it's useful to have commentary on the paths as a whole, particularly for options that closely compete with each other, such as Bonded Summoner and Rimetongue Caller. Both are good paragon paths, but both also have level 16 powers that dramatically change the nature of your summoned creatures and utility powers that reinforce their goal. Bonded Summoner, especially after level 16, makes your creatures dramatically more resilient, but does little to make them more threatening. Depending on how your DM handles things, this can potentially make your summoned monsters dramatically less attractive targets, which has pros and cons. Rimetongue Caller, on the other hand, typically does very little to make your monsters more resilient, but transforms them into things that enemies have a strong incentive to deal with.

If only the (poor) Daily 20 for Rimetongue Caller was as good as the (excellent) Daily 20 for Bonded Summoner...

Implement vs AC? That's no good.

Probably, but it's unlikely to be changed. It doesn't make the D20 catastrophically bad, but it is a decided weakness.
