I think newness has something to do with it. Though altered a little, we've seen most of the deities before. Correllon (Larethean), Kord, Bahamut, etc.. The Raven Queen, AFAIK, is new to 4e. So is having an 'unaligned' deity. Plus, she's a cool goth death goddess (just look at her Shadar-Kai followers - 'nuf said). And, face it, her Channel Divinity Feat is one of the better ones, and is available to both paladins and clerics. Finally, paladins no longer have to be good.
So, you want to play an edgy, non-good paladin, you look at the gods, one of 'em's pretty cool, then you look at the feats and the deal is sealed: the Raven Queen it is.
Yep, in our group, we have a Paladin of the Raven Queen. We also have a Cleric of Mellora. Other deities revered include Avandara, Erathis, and Ioun.

I could never worship Kelemvor. I read the Avatar trilogy back in the day and he just annoyed me. Whiney were-panther fighter with a silly curse lucks into being the god of death. Of course, I didn't really like any of the characters from that series, except maybe Cyric and once he became a god he also became very uninteresting.
My main LFR character is a Paladin of the RQ. From a optimization point of view, I chose her because her CD feat is better. My whole purpose is to take damage and stay up, so that helps. From a roleplay point of view, I spent most of my early career in Aglarond fighting undead and I despise them. I have no problem with death, as I have seen more than my share. I also tend to the dying, carry out their (reasonable) last requests, and attempt to properly inter bodies that I find.
From all the emo/goth ranting, it seems some people just have pent-up issues with emo/goth types and are letting that color the image of a diety that isn't really all that different from Kelemvor. Except that she never appeared as a crappy character in a crappy book.

I'm surprised there aren't more paladins of Moradin out there. According to the Paladin's Handbook his CD feat is the best of the bunch.

And Kelemvor is so putting your character in the Wall of the Faithless just to spite you.
And I'd think you'd go Kelemvorite with Doomguide for undead hunting flavor.

The shadar-kai practice scarification which is literally the act of cutting themselves.

That is how I run my Shadar-Kai, they are the generals and soldiers of the Raven Queen. As such, they have commonly become generals and advisors for armies facing undead.
They are also front-line soldiers, who literally don't care about their own physical limitations/safety. You can ram a sword through their chest and they'll just laugh and cut off your head.
Which also amps up the Celtic-feel of the Raven Queen, since Celtic Berzerkers did actually worship Morrigan prior to battle.

First thing I thought when I found out that Paladins have no alignment restrictions....
"oh, DUDE, I am SO making a Chaotic Good Paladin who uses the raw power of hotblooded yelling to triumph over his foes... It'll be AWESOME!"
and then I made a charisma based Paladin of Avandra who travels the lands uprooting evil and making speeches about JUSTICE.
However, the raven queen's appeal is in her stability. Death will never end. If good or evil kill each other off, what will they end up doing all day? I have a Paladin of the RAven Queen in my group, who's had to make a major sacrifice, and learned that Death is not always bad. It's just ...the end.
Also, she's great if you want to be a vampire hunter.
