Is there a way to write a credible cleric whos patron deity is the Raven Queen and is still able to Raise Dead other party members and not be a hypocrit?

Their destiny is unfulfilled, and so they must be brought back in order to meet their true fate. If they had met their destiny, would the Raven Queen allow you to take them from her embrace? Looking at it this way, you could say that it is a Cleric of the Raven Queen's duty to Raise her fallen allies whose destinies are unfulfilled, because allowing them to stay dead thwarts the fate that the Raven Queen has set out for them.

Absolutely. There is nothing at all odd about the notion that the Raven Queen, goddess of Fate, Death, and Winter does not like those who escape their death. And yet she is also the very first diety you implore to raise a person from the dead. You'll note that raise dead doesn't always work and that one of the reasons it might not work is that a god prevented it from working. The most common goddess to do that would logically be The Raven Queen.
What this means is that if the raise dead ritual works she gave her blessing to it and the persons final fate had not yet been reached. They have more to do in the world. If the ritual doesn't work then she has ruled that this was their final fate and that they are dead.
