Now, this is a serious question. Dragonborn seem to be stated specifically for warlord. Now, coincidentally, this makes them incredible Infernal warlocks. The same is true to a lesser extent for dwarves.
Now, I know that this isn't in the book as it is written. But logic dictates that if NPCs have any ability to "min/max" themselves by realizing their potential for something, then Dragonborn and dwarves should have a long history of devilish congress.
Why do you think that is?

They're no better warlocks than many other races. In many cases they are actually worse. I would argue that Tieflings, Half-Elves and humans all make better warlocks. Dragonborn and Dwarves make alright Warlocks but having 1 statbonus in a key stat for a class doesn't make members of that race "amazing" at that class.
Further more, you must consider personality and culture. For example, I am not an unintelligent or uncapable person. If I really wanted to, I could probably plan and execute some very lucrative robberies, as could many others around here I suspect. But we don't. Why? We have the capacity. We are more able than many of our peers and the "good guys" don't win nearly as much as TV would indicate. With some careful planning and research we could make some very easy, relatively dangerless money couldn't we?
That having been said, I'm not going to be robbing any banks any time soon - and I suspect that vast majority of people who are capable of such won't be robbing banks either. Thieves are the exception in our culture, not the rule. There are certainly some people who are, but they are hardly everywhere and very rarely will you find a Thief uniquely suited to their job as a thief - in most cases I'd imagine that their circumstances have driven them to it.
I'd imagine many Warlocks are like that, especially in cultures which have strong foundations against such practices. The person themselves may not even be especially good or well suited to be a Warlock, but they may turn to it as an easy way to gain power and elevate themselves above the situations of their existence.

Bear in mind that the classes are really for PCs only. Even an NPC known in game as a "dwarf warlock," while he might call upon the aid of diabolical forces, might not exactly be the same, rules-wise, as a PC dwarf warlock. You might arbitrarily give him powers to which no PC has access -- like animating skeletal minions -- or you might say that his powers are in some ways weaker than the PCs -- like no eldritch blast. Whether his powers are based on constitution or whatever is also up to the DM.
So I don't think you can really say that dwarves throughout dwarven culture make good infernal pact warlocks. All you can say is that a player can be a good dwarf infernal pact warlock.
