I need to find rules for creating characters at higher than level 1. I know I have seen them, but I can't find them anywhere.

Set number of each. 2 At will, 1 encounter, 1 daily, and choose one from the list of the appropriate level as you level. It's in your PHB.

There is a "get a critical on a roll of 19 or 20" feat for most weapons. Is there an equivalent for Ki focuses?

It is not listed any where in the FR book because you use the general chart provided in PHB And I almost doubt that they tell you where to look in PHB since thats how all classes always work, until they printed classes that worked differently

Not as far as I am aware. Implement users are often pretty hosed on feats like this.
Worth noting, though, that if you're using your ki focus to power up attacks with the weapon keyword, those weapon crit feats work fine.
