Does the Raven Queen judge all souls personally, does she have a council to help with the task, or is it more like Thanatos in the Incarnations of Immortality where their judgement is completed just by his willing that judgement continues, and he only comes into play when that soul is near balanced?

What season/session of D&D Encounters is today (Jan. 9) and roughly what level should a character be? I am finally able to go to the Encounters sessions at my local store and want to create a character for later tonight, but I'm not sure which rules/levels I should be creating a character with.
No one at the store right now knows which session is today (so I can't find out myself until I go there later tonight), which is why I'm asking here.

Bring Your Own Hero to the Table
If you’re like most players, you’ll want to build your own 1st-level character to bring to D&D Encounters, using the standard character creation rules presented in the Rules Compendium, Heroes of the Fallen Lands, or Heroes of the Forgotten Kingdoms. Of course, you can also use the D&D Character Builder to create your character as well.
For this D&D Encounters season, players can create characters using any official 4th Edition materials, including options presented in Dragon magazine.
Adventure Background: Against the Cult of Chaos
An ancient evil stirs in the Caves of Chaos, chipping away at its prison, while the forces of chaos converge on the nearby town of Hommel Lane. Monstrous raiders, marauding bandits, and missing villagers portend a terrible fate for Hommel Lane, and the world, if unchallenged.
This D&D Encounters season takes inspiration from classics such as Village of Hommlet and Against the Cult of the Reptile God. Not only does this new story feature characters and locations from beloved past adventures, but there's another compelling reason to participate.
Two Ways to Play: Of course, there are a great many players who enjoy playing D&D 4th Edition, as well as players excited about the D&D Next Playtest. And so, this upcoming season of D&D Encounters will support both D&D 4th Edition and D&D Next, with conversion rules! This means that during the first week (sometimes known as Session 0) when players typically make their characters, they’ll also need to decide which version of D&D they want to play.

Against the Cult of Chaos is a Dungeons & Dragons Roleplaying Game adventure designed for the D&D Encountersofficial play program. This season presents you with the opportunity to play out the elements of the story in a sequence that you and your players determine. In this sort of arrangement, the adventurers have more control over their choices during the season, and you have more freedom in tailoring Against the Cult of Chaos to maximize the fun. The season takes characters from levels 1-3.

That is up to the DM. The only official cross species matings in 4E are Orcs and Humans (Half Orcs), Elves and Humans (Half-Elves) and Dwarves and Humans (Mul, but this may be setting specific to Dark Sun, and it may not be a natural process either, but facilitated by magic).
I personally dislike the cross species races, and have reflavored most of them, leaving only Half Elves. In my campaign, Half Orcs are specially bred Orcs, and Mul are a race created by the Primordials, of whom the Goliath are an offshoot who turned against their masters in favor of the Primal Spirits.

Are there any items that are specificly made to fight against dragons? Iv'e made a character who has an extreme dislike for them and it would make sense to have a dragonslaying weapon of some kind.

The issue archive has neither the full version nor, looking through the articles it shows on the page, some of the separate articles. My current DM doesn't allow essentials characters/skills/etc in his game and I've just been working around it as much as I can. He allows the Dragon and Dungeon magazine info though (I'm not sure he knows it all winds together) so if I can get the sentinel info from there without resorting to the Essentials handbooks, I should be alright. It's sneaky and I don't like doing it, but his reasoning behind it is that neither he nor the others in our group have read about whatever's in there and without coming out and saying it, it's just that he doesn't want to.

You really can't ask for subscribers only content on here specifically. Even if you obviously have the sub. Its against the CoC. So I'm not responding to that bit.
On another note you should really not be sneaky with your DM. That way leads to mistrust and doom. So don't do it. A better way to go about it might be "Hey, if I play an Eclass and you think it is too strong, I'll switch to a non-Eclass no worries". It also might help him to learn that Eclasses are, in general, weaker than Oclasses.
