Beast Master Ranger @ Level 1, has a bear for an animal companion. Bear's AC = 12 + Level (1) = 13 right?
Suppose this level 1 Ranger was a Fey Beast Tamer, has an owlbear as an animal companion Owlbear's AC = 13 + (add your level to each defense[1]) = 14
are these ACs correct?

If that's what the rules say, then yes, that is accurate.

I have a paragon path encounter power that grants me an action point that I must use by the end of my next turn. If I have already used an action point during this encounter, can I still use this power and basically use a second action point this encounter?
I am assuming that if I have no used an action point this encounter, then this is the only action point that I can use during this encounter.

It may not break the game, but it does distort the expected Hit Points of the assorted roles. Compared to other Backgrounds, the power of Auspicious Birth and Born Under a Bad Sign are out of line. As such, your DM is perfectly within his rights to ban it.
But it only makes a ten point swing when you decide to make Con your dump stat.
If you are playing a squishy character, position yourself smarter and choose a stat other than Con to be your dump stat (in the long run, having a Con modifier of +1 is better for your survivability than having no Con mod and taking one of those Backgrounds). More Healing Surges is better than more Hit Points.

In my store's encounter season we are all currently level 2, however it is something you would need to contact your store or DM to be 100% sure of.

Question on resistances. Say a monster has a resistance or immunity to fire damage, however my attack deals fire AND necrotic damage. Would all of the damage get through? If it is immune to fire, would the creature be immune to all of my damage? If it is resist 10 fire and I dealt 15 fire AND necrotic damage would only 5 get through?
Someone please explain this for me! Thanks! lol

An attack that deals fire and necrotic damage will deal full damage in either case you listed, because you use the lowest resistance value that applies to both damage types. So, for instance, if your attack deals 15 fire and necrotic, and the opponent has resist 5 fire and resist 10 necrotic, you use the lower value of 5, and deal 10 damage altogether.
You must resist all of the damage types of an attack for any damage to be resisted.

Novacat's answer is correct if the attack deals "fire and necrotic" damage.
However if the deals "fire" damage and also deals "necrotic" damage, in a single damage instance... then you're into an area where the rules aren't well-defined, but I think everyone would agree that you could use EITHER resistance up to its maximum or the amount of damage of that type in the instance, whichever is lower. So if you have 10 fire resistance and 5 necrotic resistance, and somebody hits you with an attack that does 4 fire damage and 15 necrotic damage, you could choose to apply either resistance - of course the fire resistance can't protect you from more than the fire damage you're being hit with, so you'd normally prefer the necrotic resistance.
Whether you could use BOTH resistances, or how it would work if the same attack did "fire", "necrotic", *and* "fire and necrotic"... there's a lot of argument.
