Is there a thread of trap, obstacle, or puzzle ideas that I can take from? I've already looked at the DMGs and whatnot, but just wondering if there is anything on here. Thanks

There is a thread on these forums for simple traps.  I think it is in the "Whats a DM to do" forum.

Magic Items, if I get a Magic Item at level 2, and it gives me a +1 Bonus, and at Level 7, it gives me a plus 2 bonus, when I get to level 7 do I get the Plus 2 Bonus, and does the sell price change?

The magic item does not automatically level with you. The magic item's level is for the DM's reference when distributing treasure. The Enchant Magic Item Ritual is required in order to make your level 2 magic item into a level 7 magic item, and you (or the character performing the ritual) must be at least the same level as the desired magic item level in order to perform this function.

That is the level of the magic item and not your level.

For instance at level one you could get a level 5 item and be perfectly able to wield it.  It would function like that level 5 item.  If you got the same item at level 10 it would still be the +1 version.

The only time this really changes is with inherent bonuses.  There are a few different ways to run inherent bonuses, so talk to your DM about it.

The two main ways are this:
1) The item doesn't level with you, but you get base enhancement bonuses of either your weapon or appropriate for your level whichever is higher.  The item powers still function as the lower level version.
Example: If you were level 9 and had a +1 Frightful Weapon you would have +2 to attack and damage rolls because you are above level 6 (from inherent bonuses) but your weapon would not add to that enhancement bonus.  The weapon is still +1 so the property would only give you a +1 to intimidate.

2) The item does level with you, you get the base enhancement bonus of either your weapon or appropriate for your level, whichever is higher.  The item powers function as a weapon appropriate to your level, but the actual weapon itself is unchanged (so it still sells as a +1).

Example: If you were level 9 and had a +1 Frightful Weapon that weapon would, for all intents and purposes other than selling, function as a +2 Frightful Weapon.  The weapon is +2 so the property would give you a +2 to intimidate.

I am the DM, my PCs wanted to horde Magic items till they are level 20 to sell off for massive amounts of gold, that didn't seem right to me...

Alright, Ive got a question, I am making a lvl 7 pixie Dragon Sorcerer, ( I know Wild or storm would be better but I rolled REALLY good for stats) to start a new character after my old one was abandoned. (My old character had almost no flavor) So my DM allows me one of the following, a lvl 7 magic item, two lvl 3's or four lvl 1s. I chose two lvl 3s and I am Considering taking the duel  impement feat  and taking the following

MH: Goblin totem dagger +1
OH: Rhythem Blade dagger +1 

My problem is I dont really know how Duel implenemt works So using this example, what exactly would I gain from these 2 daggers?  Like do I gain both Crit rolls? Does the Goblin totem dagger give me +2 to larger creatures instead of +1, how about with the Rhythem Dagger and The AC/REF Bonus +1 or +2? Do I gain the +Att and +Dmg from both or just one? And say I get an opprotunity attack, Do I attack with both or just one?

You'd gain a +1 damage (from the  Rhythm Blade dagger+1). Only the off-hand implement’s enhancement bonus (+1 here) is added to your damage rolls.

Dual Implement Spellcaster: When you use an arcane attack power and you are wielding a magic implement in each hand, you can add the off-hand implement’s enhancement bonus to damage rolls

Does the Raven Queen judge all souls personally, does she have a council to help with the task, or is it more like Thanatos in the Incarnations of Immortality where their judgement is completed just by his willing that judgement continues, and he only comes into play when that soul is near balanced?

Undefined!  Ask your GM, and expect table variation.

Confused about Stealth?  Think "invisibility" means "take the mini off the board to make people guess?"  You need to check out The Rules Of Hidden Club.
