In short, is it possible to reverse the ritual of becoming a pale master to return to a somewhat human form through Arcanane ways? Any source on it?

What ritual or game element specifically are you referring to ?
Possibly the ritual Remove Affliction could remove it depending what it is.
Remove Affliction: Remove Affliction wipes away a single enduring effect afflicting the subject. The ritual can remove curses, effects such as charm or domination, and fear, confusion, insanity, polymorph, and petrification effects. All effects of the curse or other effect end.

I can't find any reference to a Pale Master in the Compendium. Are you playing 4e? If not, we can't help you here.

Where can I find the lore for this DC? I have to provide an answer because (16=1d20) + 10 at any level as a DC roll can't be shortchanged in the information granted.

The correct answered can't be something like this "It's called Spellplagued and that's it manifestating on Riar." even if it is a spellplagued manifestation

No general DC exist for Plaguechanged or Spellscarred Lore AFAIK. You can use the default Knowledge Skills check in Rule Compendium pg. 129 to dispense informations using the Skill you think is most appropriate (Arcana is a good choice). More informations on Plaguechanged and Spellscarred can be found in the Forgotten Realms Campaign Guide pg. 51. More information on Plaguescarred can be found here XD

DMing my first full campaign, and I ned to build the "antiparty". I've got most of them figured out, but there's one I just can't figure out how to do. For story purposes, she's a Dragon Tamer. Unfortunately, I can't really think of any class that's good to fit this role....Little help?

If this means what I think it means, and you're building a party of 4e PCs to fight against the PCs, DON'T. 4e is not designed for PvP, and it just won't work. There are monsters, and PC templates, for a reason.
