Outlaw is right. PHB Page 276: Resistance affects *every time you take damage*, meaning it does affect ongoing damage.

It would be kind of pointless for ongoing damage to be typed, if it didn't work like that.

Can the 4e Forgotten Realms map found in the back of the campaign guide be purchased separately?
Thanks!

Q2118
Can a Warlock use prime shot when moving adjacent to an enemy, and use a ranged power without provoking a opportunity atk (because he triggered shadow walk) ?
Greetings, Drax

Greetings, Drax Shadow Walk only grants concealment, not total concealment. If adjacent to an enemy, the concealed warlock would be eligible for an opportunity attack, because the enemy could still see him. The enemy would, however, take the -2 penalty to his attack roll.

If I take the Implement Expertise Feat for my monk or any other char. Does that mean that the monk has trained with that item (such as heavy blade) and can therefor use it with all his powers? Powers such as Dancing Cobra, Open the Gate of Battle etc. could therefor do more damage than they could with monk unarmed strike as the weapon.

The Dragon's Tail at will power is a touch attack and has the key words Full Discipline, Implement, and Psionic. Therefor you do not get credit for unarmed weapon proficiency, however this makes little sense. I can see why you could not use normal weapon proficiency, however karate masters are known for how fast there hands perform. It only makes sense for any touch attack monk or otherwise to use unarmed weapon proficiency. I played one game with the added bonus and still hardly ever used this power, so it does not seem to be a balance issue. What was the logic behind not allowing unarmed weapon proficiency for touch attacks?

when making an AOO,you use a melee basic attack, would you be able to use power attack with an AOO?My dm says that a melee basic attack is a melee attack so you can use it,but what bothers me about it is that when you charge you can only use a melee basic attack, but by his logic you could use any melee power you have at the end of a charge because a melee basic attack is a melee attack.
