Q:2121 On the Skull Lord "Skull of Deaths Command" power it says he can revive one Minion, and then later says that it is revived at Full hit points.
Is minion in this situation being used to describe the monsters that are under his control or is there a reason that hit points would matter for a Rules defined Minion?

I am still a little confused on how the encounter and daily powers work. If I have three encounter powers can I use all of them in one encounter or only one of those encounter power? Same goes with my daily powers am I only restricted to using one daily per day?

Good day!
The only distinction between encounter powers and daily powers is how often they can be used between extended rests. An encounter power simply means you can use the specific power once per encounter, then after you take a short rest (5-minutes, according to the rules), you can use that exact encounter power again in your next encounter. A daily power, however, can only be used once per day and does not "recharge" after you take a short rest.
If you want to get an "RPG flavor" to understand, think of encounter powers as abilities or spells that tax your abilities to the point where you could only use it once in that combat, but after the combat is over and you "catch your breath," you can do the encounter power again in your next combat. However, a daily power is something that is so powerful and so effective that it takes a lot more energy to use and you simply cannot catch your breath; you need to stop for the day and completely rest.
So in your above example, if you have three encounter powers (let's pretend you are a fighter and your encounters are Rain of Blows, Steel Serpent Strike and Come and Get it) and two daily powers (let's say Villain's Menace and Rain of Steel), you can, if you choose to do so, use all three of the encounter powers and both of your daily powers in a single combat encounter. The thing to watch out for is, after your encounter is over, if you take a five-minute short rest, then you would regain all three of your encounter powers but your daily powers would not come back. So in your next encounter you would have Rain of Blows, Steel Serpent Strike and Come and Get it to use in that combat, but Rain of Steel and Villain's Menace would not be available.
Only after a full rest would Rain of Steel an Villain's Menace come back and you would be able to use them.
Utility powers run the same way. If you have a utility that is an encounter power, then you can use it once per encounter but it is restored after you "take 5." If you have a utility that is a daily, then only after a full rest will it come back to you.

Q113: Also, can you make a grab attack with a hand holding a light sheild or is that restricted due to: "can't make attacks with the off-hand holding the light shield" If the attack is invalid, is grabbing just not possible for sword (or spear) and board types unless they stow something? (sorry kind of redundant)
I would also like to know the answer to this question and I didn't find a response to it.

A2122: If you believe that you are threatened by an inanimate object, you can target it as an enemy. If you had reason to believe gargoyles or contructs were present, for example, you could attack a statue. You cannot gain any kind of advantage from attacking something which is not a legitimate threat or perceived threat, such as making an attack against the ground in order to benefit from an Effect: of the attack power.
Area and close attacks work slightly differently, in that it is permissible to use such a power and not actually have a valid target within the burst or blast. Examples would be a Scorching Burst attack made in an attempt to hit a stealthy enemy. Again, you can gain no benefit by attempting such an attack if you do not know or suspect the presence of an enemy.

Q2123: Are attacks that say "Burst 2 within 20" for example considered a ranged attack. I have a player with a Cloak of Distortion which says: PropertyYou gain an item bonus to all defenses against ranged attacks from more than 5 squares away equal to this item’s enhancement bonus. So, if you are 20 squares away BUT you do an "area" or "burst" attack that targets a square next to you does the Cloak of Distortion effect that attack roll.

No. Attacks come in four distinct range categories: Area, Close, Melee, and Ranged. Any particular attack can only be one of these. If an attack is an Area Burst, then it is not Ranged.
Another day, another three or four entries to my Ignore List.
