Well just like when people were doing the 15-minute work day in 3.5, when they start doing 2-encounter, rest over and over again. You start throwing in random encounters, or time-prerogatives.

Except that "eliminating the 15-minute workday" was supposed to be a major lure of the new system; if the problem's simply shifted to the "two encounter workday," and still requires the same kinds of workarounds, that doesn't seem like much of a step forward. Moreover, it's a good bit harder to disrupt the two encounter workday--you're not dealing with a party where the spellcasters are tapped out and vulnerable, you're dealing with a party where they're at (roughly) eighty percent capability.

Well I think though if nothing else, it makes more sense in a real-world idea.
Since you figure encounters now are with large-groups of monsters, I think you would need to catch your breath at the very least after something like that.
I also think that people won't be necessarily doing this, since it still takes up a Healing Surge to gain full-health. So that is one less Healing Surge for when your actually fighting.

If they have to fight continuously without rest to get action points, then resting would be the last thing they want to do. The fact that mosts "rests" will consist of a 5 minute breather means even less down time than we see now.
Now, if players have 2 fights, and then sit down for 6 hours just to get their per day abilities back (like they do now) I could see where you're coming from.

Though the main reason to rest is to use a Healing Surge to reach full-health, so if they don't wish to spend too many Healing Surges they will simply not rest and just continue on fighting.
Which probably will lead to more sporadic resting. So encounter, encounter, rest, encounter, rest, encounter, encounter, encounter, encounter, rest, encounter... And on and on we go till they have no Healing Surges left and their per-day abilities are gone and they need to have a extended rest.

1. Action points recharge one every two encounters, but you can only use one per encounter. So there's really little point in pushing yourself further to get more encounters and more action points. Maybe if you're pushing yourself towards the end and you know the last few encounters will be harder, and so you want to make sure you have enough to use one for each encounter, but even that might not be worth it.

Think of how boring pirates in 4e will be: no eye-patches, no hooks, no peg legs.
Don't even get me started on Frodo and the minor discomfort he suffered at Weathertop...
