Is there a place where I can find an updated damage-by-level chart similar to the one in the DMG pg. 42? I would like to be able to improvise damage for certain actions by characters or monsters.
The DCs on that chart are really outdated so I assume the damage expressions also outdated. If they aren't I will simply continue to use this chart.

Yes, they're doing it wrong, because Twin Strike says that you use dex for its ranged version. It doesn't matter what weapon it is, Twin Strike says that you use dex for its ranged version.
You also don't use two weapons for its ranged version, no matter what the weapons are. Holding two daggers, you only throw one of them.
So using a Magic Cahulaks for Twin strike, since it is a double weapon, i can use it Strength for the two melee attacks and then Dex for the thrown.
Throw Cahulaks(attack 1),magic returns, and then throw Cahulaks(attack 2). Correct?
I guess throw and stab would be better but i was hoping to bypass keeping a higher mod in dex and still benefit from the ranged capabilities of TS. We will be doing a lot of Ship to Ship fighting (Starjammer style) and was looking for a ranged option for my hybrid for when i'm out of melee range.

Yes. But if you were using a thrown double weapon with two different ends, you would not be forced to attack with one end and then the other end. You can always pick which end to attack with, but it's no different from using a bow, mechanically.
Ranged Twin Strike uses Dex. The only way you can get it to not do that is to pick it up via half-elf dilettante, and spend a feat to change it to int/wis/cha.

the DMG updates have both new DC tables and damage by level charts

Level 9 hell-monk uses the level 9 Daily FINISHING MOVE on a minion. Since minion is reduced to 0, each enemy within 5 squares takes a penalty to attack rolls (save ends). Discipline of Torment feat + Mindfire Discipline grants all those enemies combat advantage and when they do save, gain vulnerablitiy 5 psychic.
Question in two parts: (1) Is it possible/allowable? (2) Can you name a situation when it would be worth it?

1: Yes, assuming Finishing Move doesn't state 'non-minion enemy', and all that stacking stuff works, but they sound reasonable.
2: Probably that situation - big single-target single-attack powers aren't all that useful, and Daily things which trigger on killing things are unlikely to trigger on non-minions.

Does Snagging Grip suck as much as I think it does, ignoring the Prone thing?
It's a reaction to being forcemoved, where the trigger is an ADJACENT enemy forces you to move, and lets you pull the enemy adjacent at the end of the forced movement.
It's a Reaction.
Doesn't that mean that you can only trigger it if you're still adjacent to the enemy AFTER the forced movement?
It's obvious that it's meant to let you yank someone after you when forcemoved, and I'm totally okay with letting it do that, but I think I'm houseruling. Am I missing something stupid?

The problem with the "the trigger was legal when it happened, but not when it resolved, but it still works" thing is that that means you can trigger "on a hit" powers against attacks that missed or fizzled due to an interrupt. And I don't really like that.
