Effect immunity is very powerful. Very. But it's also handed out fairly rarely, and done so with deliberate intent. Things that are immune to Charm tend to be truly mindless, and no fiddling with damage types is going to overcome that, nor should it.

I'm looking for a book of rules for 4e. Nothing special like a set of rules for a set game mode of 4e. Just basic rules for 4e that was presented when 4e came out, and the other variations follow with some additions. Most of the books I come across don't give the rules I'm really looking for, or tell me a little and then say "refer to "this book" to get more info. And for me it isn't a simple "how is this suppose to work", or "what happens when this thing goes off, and how is it suppose to effect people" or what ever... most of my questions I don't really know until I'm at the point where I'm asking the question.

Here is the RPG Quick-Start Rules for D&D 4th edition that came around its launch; For the most uo to date 4E rules though, i highly suggest the Rule Compendium.

Can a character benefit from the properties of an implement, he's not proficient with?
For example, the tome implement "Manual of puissant skill" grants a +2 item bonus to all skill checks.
If a class allows a character to train 4 skills, is he forced to do so? I have build a bard with the feat "bard of all trades" and an "exceptional factotum helm", so i have +6 to all untrained skills..."

you have to be able to wield an implement to use any of the properties or powers from it.
as far as training, I don't think you have the option not to train, but I can't see a DM forcing you train just to deny you a net +1 either.

I don't believe this is addressed by the rules, so ask your DM. Normally such selections are viewed as automatic (as indicated on PHB p.52 "Every class has a list of class skills, and you choose a specific number of trained skills from that list"). But they could also be viewed purely as a player's choice (example from PHB p.178 : "For example, if you’re a 1st-level warlock, you can pick four skills from a list of eight").
As a DM, I'd allow it... assuming that the online Characer Builder allows it. Which I think it does.

Some of the obscurity in therules compendium are plain frustrating.
All I want to know is:
When using a long jump with a running start; is the distance calculated from the DC results are the distance of the jump from the start of the jump instead of the start the entire move action and also is the distance travel from the start of the move action to the end of the jump can exceed the speed of the character?
And since the jump can be applied to any movement does charging movement is included as this?
As much as I would like to logically deduce all of this as a case of propelling; the compendium doesn't make this that simple to assumed.

Correct. A DC 15 running jump will allow you to clear 3 squares, and the 2 squares needed to run are not part of that jump.
is the distance travel from the start of the move action to the end of the jump can exceed the speed of the character? No. PHB p.183: "Count the number of squares you jump as part of your move. If you run out of movement, you fall. You can end your first move in midair if you double move"
And since the jump can be applied to any movement does charging movement is included as this? Yes. From the forum FAQ, if desired: "Can you jump during a charge? The PHB update clarified that a character can climb, jump or swim as part of a non-move action that includes movement, such as a charge."
