Can i use a monks flurry of blows to trigger the feat pervasive light? was thinking of building a monk morninglord and was hoping to trigger the radiant vulnerability multiple times in a turn.

No because Flurry of Bows doesn't hit, it deals damage as an effect.

Hmmm, maybe I should write a program to translate the strict prescriptive english usage into a formal active voice usage and called it Correspondent English to Cognitive Communication but I'm afraid my colleagues sent me to the "What You Think My Character Looks Like..." forum again for another month of substituting the beginning art classes there so I will leave my response as a working english.

Is it just me or is the power "Alluring Lights" ridiculously overpowered? Curseborn Attack 20Alluring LightsThree spheres of violet light appear next to your target, drawing their attention and luring them to their doom. Encounter Charm, Conjuration Standard Action Ranged 10 Targets: One, two, or three squares Effect: You conjure a sphere of light into the target square. When a creature moves into or begins its turn in that square or an adjacent square, make the following attack as an opportunity attack. You can move an alluring light up to your speed as a move action. If one sphere is dispelled, all the spheres are dispelled. Attack: Intelligence +4 vs. Will, Wisdom +4 vs. Will, or Charisma +4 vs. Will Increase to +6 bonus at 21st level. Hit: The target is immobilized (save ends). Until the target saves, if you move the alluring light that immobilized the target you can also slide the target an equal number of squares to keep the target adjacent to the alluring light. Sustain Minor: You can sustain this power until the end of the encounter. Special: This power uses the same ability score as the one you selected for your darkfire power. Revision (10/14/2009)In the Hit line, replace “dazed” with “immobilized”.Published in Dragon Magazine 367, page(s) 41.
I'm having a hard time doing anything as a DM because all my monsters get locked down, every encounter, almost without fail.

It can be strong no doubt. Weird, the conjured Spheres don't even have a durations which makes sustaining them redundant. It should have been a daily rather than at encounter IMO, as most Paragon Paths give a Ddaily power at level 20.

It's an entirely non-damaging standard action with bad attack scaling, and a fairly mediocre effect. It's not overpowered, even as an encounter power.

Ability +6 vs NAD isn't in the right scaling for a Epic power with no accessory keyword ?
Powers such as Dragon Breath, Dragonfear or Darkfire have the same scaling.

Nope, should be 3/6/9 per some of the other racials like Thri-Kreen Claws, and a few of the newer Genasi soul manifestations. 2/4/6 doesn't take the expertise maths fix into account. Midway through the life of the game there was a drive to fix the lot, but it kinda petered out for some reason.
Even if it did scale properly, a standard action to maybe immobilise some guys at the cost of your OA for their turn, is not brilliant at best. I'd've said it was about balanced when it Dazed, and it would have been good if it had been Stunned and a daily.

Gold piece (gp) 100 10 1 1/100 1/10,000 1/50 lb. Platinum piece (pp) 10,000 1,000 100 1 1/100 1/50 lb. Astral diamond (ad) 1,000,000 100,000 10,000 100 1 1/500 lb.
That might be slightly hard to read but here is the shorter version:
10cp = 1sp 10sp = 1gp 100gp=1pp 100pp=1ad
