1: Yes, it's for the Harper Agent theme.  It's not intended for anything else, and as a Rare item, is not accessible by any other means without DM fiat.

2: -2 to hit for a round.  It's a Fear effect.  Lots of stuff, mainly for Rogues, but also for Fighters.

3: Probably.  Sehanine definitely has a lot of them.

Hullo! 

I was reading my paragon path  'Favored Soul' (Avenger). I had a question regarding the physical changes.
The way I interpret it, the moment you become level 11 and choose this path, wings start to grow from your back.  Is this true? And does this mean that I can fly?

The path feature for level 16 says this: A pair of feathery wings unfolds from your back, and you gain a fly speed of 6. 

So I take it that at level 11 you can't fly yet. However, at level 12 you get the Wings of Angel Utility power which has the following effect: Until the stance ends, your fly speed increases by 4, and you can hover.


So I'd say that you can't actually fly until level 16, but at level 12, when in the stance you gain a fly speed of 4 (0+4=4). If you have addition powers that let you fly, the speed increases by 4. 

Is the way I interpret it correct?

I don't think you'll find anywhere in the rules that says that you are assumed to have a fly speed of 0 by default.  It's a slick bit of rules lawyering, but I'm going to go out on a (very short) limb here and say that most DM's will roll their eyes and tell you "no, it doesn't work like that".

OTOH, I'd allow it if I was the DM, so I guess you could expect some table variation.

As for the fluff of you having wings, that's really up to you.  Maybe you're starting to grow pinion feathers on your back, or tiny wings are in fact growing.  Or maybe you serve the Raven Queen and there's no physical wings until you need them, at which point you have black wings of shadow magically appear out of nowhere.  It's your character, and you can describe what's happening however you want.

No.

Avengers have many powers that allow them to fly, making that Utility useful before L16.  However, unless you have something that GIVES YOU a fly speed, you don't have a fly speed to increase.

Confused about Stealth?  Think "invisibility" means "take the mini off the board to make people guess?"  You need to check out The Rules Of Hidden Club.

Favored Soul doesn't let you fly before level 16.

IMO Heaven's Boon was originally level 11 but was moved to level 16 late in design stage while the rest of the Paragon Path decription and powers weren't adjusted accordingly. I have a feeling there was a level 16 Feature that was improving upon by allowing to fly in better armor that was replaced by Heaven's Boon instead and thats why it says in the description that you can fly more easily without sacrificing your durability later.

The description of Favored Soul and Wings of Angels power are assuming flying speed at level 11 by both noting the appearance of wings bearring your weight and increasing your fly speed respectively. But only at level 16 does a pair of feathery wings actually unfolds from your back to give you a fly speed in fact.

FWIW There is only 3 Avenger powers (1 before level 16) that give a fly speed to benefit from Wings of Angels. Other flying effects won't get anything.

Avenger Utility 10: Wings of Vengeance 
Avenger Attack 23: Vengeful Apparition 
Avenger Attack 25: Mantle of the Astral Champion

So the level 12 utility power is pretty worthless untill I get either items that allow me to fly, or I have to take the level 10 power =/ 
Ah well, according to half my party I'm OP anyway, so I just have to deal with it... Although I hope that WotC will fix this. Thanks for the help anyway

WotC won't fix stuff that isn't broken.  Its not very useful, but also not broken.

They aren't even fixing things that are clearly broken and often complained about (Ninefold getting implement keyword on dragonbreath as an example from the last thread I looked at.)
