is there a lightning or frost staff (or in case of need even a dagger) weapliment that does ADD the frost or lightning keyword instead of replacing other keywords?
A Frost Brand weapon would when dealing untyped damage.

Yes it is. In this case yes since enchanted wrist razor occupies the arms slot.

I assume Frost Brand Weapon doesn't work together with the Blightbeast feature that adds +Con mod Necrotic damage? So that attacks deal Necrotic AND Cold damage?!

Yes it will work with it if your evocation attack power (primal) deal untyped damage. (ex. Grasping Claws)
Or if you deal extra untyped damage while hitting with any evocation attack power. (ex. Disciple of War)

Disciple of War is a feat. I just used it as an exemple of a general feat dealing extra damage.

The Online Compendium isn't helping me out. When I roll 2[W] damage, do I multiply the magical weapon's bonus? For a +2 short sword, is it 2d6+4?

No. "W" means just the base damage from your weapon. So for a short sword, if 1W is 1d6+2, 2W is 2d6+2 and 3W is 3d6+2.
