Nothing unless the target is in a 'Heavily Obscured' square, in which case being adjacent reduces the concealment from total concealment (-5) to partial concealment (-2).

a spell, or fog, or Shadow Band Ring, etc.


- I believe it would only matter if a spell states Heavy Obscuration.
- Fog is Light Obscuration (Heavy Fog is Heavy Obscuration though).
- Shadow Band does not state obscurement, just concealment.

Hello !

If a power (Web) says " Any creature that ends its movement in the zone is immobilized (save ends)" , does it imply ending the turn (leaving the opportunity of two move actions) or at the end of one move action ?

Therefore, if a target fall prone in the zone and take its move action to stand up, is it immobilized ?

End of a movement, whether that's a move action, minor action, free action, or no action.  The end of a movement is determined when you are counting squares, and then you stop counting squares, regardless of whether the movement is voluntary or forced.

The double move is an instructive example, as it specifies that you keep moving between what would have been two distinct move actions.  If the midpoint of your double move is in the web, you aren't trapped by it.  However, if you wanted to take the same path but move and then charge, your movement would end in the web, you'd be immobilized, and then unable to charge.

Movement is defined as leaving one square to enter another, not as anything that involves a move action.  It is both more broad and more narrow, depending on the circumstances.  You're not immobilized by the web if you're prone and stand up, because despite taking a move action to do it, you're not moving.

Did "Dispel Magic" get changed so it's now an Encounter?
The PH has it as Daily, but the Compendium shows it as Encounter.

Dispel Magic was updated in January 2012 and is now an encounter power. See Rule Updates.

Dispel Magic Page 162: Add the “Implement” keyword. Also, in the power’s Usage entry, replace “Daily” with “Encounter.” This revision allows this power to compete with wizard utilities of the same level, making it a more viable choice.

Bard's 6th level utility Revitalizing Incantation states:

Effect: The target can spend a healing surge. Additionally, the target gains temporary hit points equal to his or her healing surge value.

If the target has no more healing surges left (or doesn't want to spend one), can he still benefit from the temporary hit points?

It's two separate sentences, so I'd say yes, but not 100% sure...

yup, the wording allows a surgeless character to still gain the temps.
