What are the per encounter limits on use of powers?
If I'm understanding what you're asking, there are none.
You can use your at-will powers whenever you want. You can use each of your encounter powers once per encounter. You can use each of your daily powers once per day. There's nothing stopping you from using every power you possess in a single encounter, provided you have the available actions/targets/etc.
Another day, another three or four entries to my Ignore List.

A weapon with the "Light Thrown" property qualifies it for "any ranged" enchants like "Distance Weapon", right?

Yep. Thrown weapons are ranged weapons.

Hi, a little Question:
Does the Feat Psychic Lock stack?
So for example, a Swordmage uses a Power doing psychic damage on the Enemie and then uses another Power (with an action point for example). Does the enemie now has -4 on it's next attack roll? And what if a different Character now uses another Psychic Power ans has also Psychic Lock. Does this stack?

Nope. The named game element providing the penalty is still Psychic Lock. Penalties from the same game element are not cumulative.

does monk unarmed strike count for both hands?
say that i hybrid fighter|ranger, take hybrid talent to be a brawler style fighter, and multiclass monk (master of the fist), for mus.
can i twin strike with mus alone, or do i need an additional weapon like a spiked gauntlet?

Technically, no. However yes, if you wear two mundane spiked gauntlets, then you can use MUS for both attacks in a Twin Strike. You don't ever have to attack with the spiked gauntlets, just wear them.
And yeah, hybrid brawler|striker is good times. I've got a fighter|rogue, and it's been quite fun. There's something just plain fun about using d12s for rogue powers.

RAW you don't need spiked gaunthlets or any other weapon since Twin Strike's Requirement is always fullfilled because even someone unarmed is wielding two melee weapons (Improvised one-handed weapon from the unarmed group). So you can always use Twin Strike unarmed (or with Monk Unarmed Strike) and do two punches, kicks, elbows, knees, or even head butts if you want to.
