If you use a Close or Area attack that hits multiple targets, and you crit on more than one target, do you roll the additional crit damage separately for each target, or just roll it once and apply that to all targets that were critically hit?
(I'm thinking this is an "at DMs discretion" question, but I don't think the critical hit or close/area attack rules specifically say anything about this scenario)

You deal normal damage to targets you hit normally, you deal critical damage to targets you hit critically.
Another day, another three or four entries to my Ignore List.

There's no specific rule. The least-annoying rule is "roll crit bonus damage once, apply to all crit targets". That also is closest to the original "one damage roll, many targets" rule.

His question is "One attack, multiple crits. Multiple crit damage rolls, or one crit damage roll per crit target?"

Quick Question:
Do I add weapon proficiency and item enhancement bonus of a dejada to the attack rolls when I use alchemical ammunition with it?

No - it's still the alchemical item itself that's making its own attack roll against the target, so the dejada's proficiency and enhancement bonus don't apply. The only benefit from using a dejada to launch the alchemical item is that the range is increased.

Crownring of TchazzarA simple mithral circlet engraved with Iokharic runes reads: “Through worship ascended, by fire consumed, a god-king is reborn”. Head Slot 25,000 gp PropertyYou gain a +3 item bonus to saving throws against effects that include daze, stun, or dominate. Power Daily (Standard Action)You conjure an abishai vestige, which lasts until the end of the encounter. The vestige allows you to fly with a speed of 8, and it also allows you to use the following at-will power. Power (Immediate Interrupt)Trigger: An adjacent enemy shifts. Effect: Targets triggering creature; Wisdom vs. Reflex; 2d10 + Charisma modifier fire damage, and you shift 1 square.
What exactly is an abishai vestige? And how does with function in battle?

@ RaveNinja, from the Draconomicon, p. 210: "DENIZENS OF TIAMAT’S FORTRESS IN TYTHERION, the Endless Night, abishais are an immortal race of devil like fiends that serve the Dark Lady of Dragons as messengers, guardians, tempters, and heralds. Whether encountered in Tytherion, the Nine Hells, or skulking through the shadows of the mortal world, they work to sow the seeds of avarice in preparation for the coming war between the forces of darkness and those of light. Many abishai breeds exist, each differentiated by its association with a particular aspect of Tiamat and chromatic dragons, which is outwardly manifested by the color of its scales and its personality. Although they vary in minor ways, all abishais have the same shape and general appearance. An abishai is a bipedal humanoid equipped with leathery wings and a long tail ending in a barbed stinger. A crown of horns emerges through the scaly skin of its brow, giving it a superficial resemblance to a gargoyle."
So, basically, it's just a thing that you summon that lets you fly and gives you a power, and that's it.

So if you have a Con of 8, are your starting surges X - 1? Or do you just not gain any extra surges?

Pernicious Onslaught states that “When a creature fails a saving throw against ongoing damage from one of your attacks, you can deal fire and necrotic damage equal to the ongoing damage to an adjacent creature." I know that critical damage is considered extra damage, but would the 20 ongoing from a jagged dagger trigger the effects of Pernicious Onslaught? I guess what I’m asking is “extra damage” considered part of the attack, or is it some thing that happens outside the attack that was just extra damage? Also if it part of the attack, does it pick up all the keywords or the power automatically?
