No, you just take the highest. Cover and Concealment can stack though, which gets kind of... odd, because some things provide both.

Quick question about Sha'ir's and Witch's familiars. Do I understand it correctly that they let them change their spells from any spells in the character builder, at every extended rest?

How do DMs handle that in a good way? That sounds like a lot of work if the players want to have their powers printed to them from the character builder all the time.

Correct answer is: don't play a Sha'ir or a Witch. They are strictly worse than Mages and Arcanists and the only difference is fluff, not mechanical.

But yeah, that is what the feature does. How would I handle it? "You're the player, you print and keep track of which powers you want to use, if it slows down the game, you default to the powers you had yesterday."

Is there an item that replicates the False Blood Amulet but scales? I have a player whose changeling is looking to swap out the Becomer feat (necessary because the character is a deep cover agent posing as an elf and changelings don't speak Elvish, for one thing) when she acquires a False Blood Amulet, but the neck slot NAD boost of the FBA loses its efficacy beyond 13th or 14th level.

I think the False Blood Amulet only has a level 7 entry because it was created for a particular module and the designer just didn't account for it at other levels.

It seems reasonable to make higher level versions of it at levels 12, 17, 22, and 27, at least in terms of defenses.

 As to whether or not the property should scale, there is no "Standard" behavior.  Based on reviewing other neck slot items with bonuses to skills, you seem to have three options

1) It doesn't scale the property skill bonus at all (this is how most of them work)
2) Increase the bonus per tier (+4 at paragon level items, +6 at epic level), or maybe at mid tier (like 7 & 12 - +2 bonus, 17 & 22 - +4 bonus)
3) The bonus to the bluff check equals the enhancement bonus on the item.

    I don't have a strong feeling on which of those would be most appropriate.

Thanks for the feedback, RZ! Any idea how to fudge the Online Character Builder to account for houseruling the item should I go that route? (And, yes, folks, I realize it's easy enough to "pencil in" changes from the Builder on a character sheet; I just wonder if it's possible to tweak the Builder this way.)

False Blood Amulet is an RPGA item, all of which were removed from the game (unofficially, but then officially WotC never considered the RPGA items to be official, despite being printed in modules with the 4e logo). WotC does weird things some times.

Ah, that explains it a bit better.  Still, as long as you're not playing some sort of sanctioned event, I don't see why a DM couldn't allow it, and/or create higher tier versions of it.

Just to clarify - the confirmation is (or should be) on Crimson-vampr's response, not on the proposed the splitting of damage and forced movement from the attack.

  The new target of the attack takes all the effects and damage of the attack and the original target ( the strangler or bugbear ) suffers none of the effects because it is not a target of the attack.   The grab can still be split up in this manner, but the damage and forced movement both apply to the grabbed character, not the strangler/bugbear.
