What's the most current argument for why a hybrid blackguard would get selection access to any paladin at-will? And specifically, what line of reasoning is used to refute claims that the hybrid blackguard only gets the at-will due from their vice feature?
As a Blackguard, you gain Vengeance Strike and an at-will attack power associated with your vice due to Vengeance Strike and Vice At-will Power class feature. As a Hybrid Blackguard, RAW you don't get Vengeance Strike and Vice At-will Power according to the article Playtest: New Hybrid and Multiclass Options in Dragon 400, which are the class features forcing at-will selections. Hybrid normally get less class features than their parent class but i don't know if it was really intended though.
Blackguard Class features: Dark Menace, Dread Smite, Shroud of Shadow, Spirit of Vice, Vengeance Strike, Vice At-Will Power.
Blackguard (Hybrid) Class features: Dark Menace (Hybrid), Dread Smite (Hybrid), Spirit of Vice (Hybrid)

Yes, Dream Control target one creature, and it doesn't have to be conscious.

No.
It used to work that way, when Double Weapons were first printed, but they changed that because it didn't work.

Does the attack granted from "Duelist's Prowess" attack proc the ongoing damage from "Bleeding Backstab"? The reason why I ask is because if so that means you will be able to add ongoing 5 every time you make this attack (once per round) "Bleeding Backstab" - Whenever you deal Sneak Attack damage to a target with a rogue daily attack power, the target takes ongoing 5 damage (save ends). If the power already deals ongoing damage that has no damage type, instead increase that ongoing damage by 5.Duelist's Prowess AttackDaily Martial, Weapon Immediate Interrupt Melee weapon Requirement: The power Duelist's Prowess must be active in order to use this power. Requirement: You must be wielding a light blade. Trigger: An enemy adjacent to you attacks you Target: The triggering enemy Attack: Dexterity vs. Reflex Hit: 1[W] + Dexterity modifier damage.

In addition to the entirely correct "yes" you already have: And this is not broken.
However, you suggest "add ongoing 5 every time you make this attack".
You will be able to do Ongoing 5 (Save Ends) with each of these attacks, but it won't be Ongoing 5 then Ongoing 10 then Ongoing 15. Bleeding Backstab only stacks if the *attack* already did Ongoing damage. It doesn't stack with other Ongoing damage that the target is already suffering, and hitting a dude who's suffering Ongoing 5 with a second Ongoing 5 still only means one Ongoing 5.

Also, also: Since you are using this to hit the enemy on their turn, they get to make a save at the end of their turn before they even take any ongoing damage from the effect.

It is true. For any task where there is not some additional outside pressure, it is assumed that the PCs, if 10 or 20 + their ranking in a Skill will succeed, will be able to pass the check. For the most part, this is for routine activities. If you bang away at the problem long enough, and you have the luxury of time, you will eventually succeed.
Important skill rolls upon which plot and advancement hinges, should not be susceptible to things like this, and should require rolls and have consequences for failure.
