However, neither MBA or RBA count as *class* at-will weapon attack powers.

Dynamic Assault (the Druid at-will) allows an ally to "move" up to your Con mod as an effect -- but not "take a move action." Does this mean the ally could not elect to shift or run, but must use the walk action to move, or is it meant to allow for other kinds of moves?

Moving means moving, literally going from one square to another.  When a power tells you to "move" that means the actual process of moving, not the use of any other move action. 

As a comparison, the Walk action tells you to "move" up to your speed.   There is no other referencing to be done.

Is the following scenario a legal use of the Warlock's Curse power?

Situation: Bill is a hybrid warlock|swordmage. His buddy Ted is a wizard. They're  facing two opponents A & B, one of which (B) is marked by his aegis (assault), both of which are cursed.

On Bill's Turn he blasts A with Hellish Rebuke. He triggers his Warlock's Curse to add 2d6 damage. Then he moves adjacent to A. 

On A's turn, A moves away from from Bill, provoking an OA. Bill whacks him with Eldritch Strike and triggers his curse to add 2d6 damage.

On B's turn, B hits Teds, so Bill activates his aegis of assault punishment, teleports to A, whacks him with Eldritch Strike and triggers his curse to add 2d6 damage.

On Ted's turn, he uses a burst attack on B that also hits and damages Bill. Because Bill has received damage, this triggers Hellish Rebuke, so Bill damages A again and triggers his curse to add an additional 2d6 damage.

Yup.  Once per turn means exactly that:  once per turn.

Only thing is that Bill has to be a human, otherwise it's not possible to get both Hellish Rebuke and Eldritch Strike.  Oh, and you said the aegis attack teleported to A, when I think you meant B.  But yeah, you've got the rules down.

Oh believe me, I know. I am rolling up this very hybrid for a game, but I need to be warforged.Let me tell you, it is a tough choice trying to choose between Hellish Rebuke and Eyes of the Vestige.

If you are going to have Eldritch Strike, then you will *not* be able to have any other Warlock at-will power, due to the way Hybrids work .. unless you are a Human.

So, you can have Eldritch Strike OR Hellish Rebuke OR Eyes of the Vestige and (a Swordmage level 1 at-will attack power.)

UNLESS!


If this is a Paragon game, then Bill could have the feat that lets you choose another pact option and get the at-will and stuff for that pact.  I don't remember if that's legal to choose as a hybrid Warlock though.

And Undrhil wins the prize! The feat you speak of is twofold pact. As far as I am aware that is totally legitimate for hybrids to take, and for what it's worth Character Builder agrees.
