Two quick questions:
The use of "Last Ditch Evasion" says you use it "when you are hit by an attack", and says you "take no damage".
1. What if the attack that hit you does other things in addition to damage (such as immoblize you, for instance); does that still happen? 2. It says you are Stunned, and take -2 to all Defenses. Since you're stunned, you're already granting combat advantage. So this means you grant combat advantage and have an additional -2 to all Defenses?

Things do what they say they do, and no more.
It says you take no damage, so you take no damage. It doesn't say anything about whether you're affected by other things, so the initial power stands.
It says you are Stunned, and take a -2 penalty to all defenses. So, you are Stunned, and take a -2 penalty to all defenses. They're independent conditions, and affect you both fully.
p.s. That's an awful, awful power.

FTR; Combat Advantage is not a penalty to defences at all, it is a bonus to the attacker's attack roll. Functionally identical in almost all cases, but technically, and importantly, distinct in a number of cases.

Another quick question:
If something lets you attack with a "light blade" (such as Piercing Strike), does throwing a dagger count for this? Or does it have to be melee attack with a light blade?

Piercing Strike specifies Melee Weapon, meaning it must be a melee attack. It depends on the power and whether it has Melee or Ranged in the stat block. Some have both.

Sorry for all the questions...
What is "partial concealment"? In the PH, I only see "concealment" and "total concealment". And how does being adjacent to a concealed target affect the penalties to the attack?
Why I'm asking: If someone has partial concealment (from a spell, or fog, or Shadow Band Ring, etc), what is the penalties to attacks (if any), and how does this penalty change in regards to ranged attacks or melee attacks (directly adjacent to concealed target)? (Note: I know Close and Area attacks take no penalty).
