Take any character Muticlass into Wizard, they need an implement to cast most spells right? Can they dual weild a Orb and a One handed blade? So they can cast Wizard spells and still be able to bash stuff in with their sword?

Though if you really want you can also take Arcane Implement Proficiency, and make the sword into an implement and just use that for everything.
Oh, clarification: they don't need an implement to cast spells. You can cast without them. They're just very important for things like the enhancement bonus to attack and damage rolls.

Only if you have proficiency in heavy and light blades as implements. Youo can get this by multiclassing Swordmage.
