If a class allows a character to train 4 skills, is he forced to do so? I have build a bard with the feat "bard of all trades" and an "exceptional factotum helm", so i have +6 to all untrained skills..."
The problem is ... some skill uses *require* you to be trained in that skill. For instance, when your character falls, in order to make an Acrobatics check to avoid damage, you have to be trained in Acrobatics.

But, if some hypothetical ASP check existed, anyone proficient in PHP can reasonably half-ass about 75% of it.

Once per turn, you can use it as a minor action. You can use it as a standard action as many times as you normally could.
However, where are you getting this instinctive action from?

It also assumes that 13 is the right damage value for your MM, which seems high unless you're at quite high epic.

How are you getting a feat bonus to magic missile? It doesn't have a damage roll, and there aren't many feats that don't require one.

You might want to consider picking also the feat "Bardic Knowledge" and put the training in those skills.

But, technically, no, I don't believe there is anything requiring you to train the full number of skills you are allowed.
