I have two questions regarding the Warlord's power Brash Assault and the feat Harlequin Style. Brash Assault Spoiler:

Brash Assault
Your bold lunge leaves you open to an enemy’s counterattack, but that’s just what you want.
At-Will Martial, Weapon Standard Action Melee weapon
Target: One creature
Attack: Strength vs. AC
Hit: 1[W] + Strength modifier damage. Increase damage to 2[W] + Strength modifier at 21st level.
Effect: The target can make a melee basic attack against you as a free action and has combat advantage for the attack. If the target makes this attack, an ally of your choice within 5 squares of the target can make a basic attack against the target as a free action and has combat advantage for the attack.

Brash Assault (warlord): Against the target of this exploit, you gain a bonus to defenses equal to your Charisma modifier until the start of your next turn. Brash Strike (fighter): Against the target of this exploit, you gain a bonus to defenses equal to your Charisma modifier until the start of your next turn. Deft Strike (rogue): You can move 3 squares before this attack, instead of 2. Add your Charisma modifier to your defenses against opportunity attacks provoked by this movement. Hit and Run (ranger): If you move after the using this exploit, add your Charisma modifier to your defenses against opportunity attacks made against you during that movement.
1. Will the defence bonus occur when I use Brash Assault even if I miss with the attack? 2. Does the defence bonus apply to me during the free attack the opponent can make as part of the Brash Assault?

1. Yes, because Harlequin Style doesn't require hitting or missing with Brash Assault.
2. Yes, because the creature has been a target of Brash Assault at this point.

I'm having an argument with one of my players. Were in combat and the init order at this point is the fighter at 28, his ranger at 27 and then my Azers at 26. He delays his fighter till initiative 26. At which point the game comes to a grinding halt because he argues that the Azers make way for the fighter who strikes now. I argued that it's fall to the initiative modifier due to the fact they both are acting at this point.
Which is correct in your opinions? We have bith checked the Compendium and feel that this backes both sides of the argument. I have for the sake of gameplay decided to simply continue and allow him his way but I could do with a solid reasoning if this happens again.

The fighter doesn't actually delay until a set initiative count, he uses the Delay action. When he Delays, he can jump back into the order after any turn is completed. He is stepping back in to initiative after the Ranger's turn, so the fighter would go before the Azers.
Whether you choose to record his new initiative as "27, after the ranger" or "26, before the Azers" is up to you.

Delay works by calling out after someone has gone that you want to take your turn.
So if the fighter at Initiative 28 delayed his turn he could come in at the end of any creature's turn. It doesn't have to worry about ties or other sorts of things. So if the fighter said "I want to go after the Ranger, but before the Azers that is totally doable and clearly in the rules.

It's also worth noting that, in general, once you've set the order, the numbers become irrelevant. He's not delaying until a specific number, he's delaying until the end of someone's turn.

Question about summons:
My friend is playing a fire wizard have in this case daily summons. One is an orb of fire (that is not really a summon) and one fire elemental. From what we can tell from the rules both of them attack using the wizards attack modifier and use his defences BUT, do they also benefit from feats, racial and item powers? For example, do the fire elemental get +1 attack on bloodied targets from the tiefling racial? Do the summon get +2 to hit from an item that grants the player +2 hit on targets that takes ongoing damage etc?
What modifiers are transfered from the player to the summon?
