If you have a spellbook, add one 2nd-level wizard utility power to it. If you don’t have a spellbook, you can choose wizard utility powers of a particular level or lower when you gain or retrain utility powers of that level.
Hm... that sounds better WITHOUT a spellbook than with one.

You can hold it in either hand, doesn't matter, but even if it is in your "off-hand" and you attack with it, that is still the only Implement you are attacking with.
You might want to post what you're trying to do, rather than asking a vague question. Just because you hold the Implement in your off-hand doesn't mean what you want to do works.

i am a eladrin wizard and i wanted to be able to hold my longsword and orb and still get the bonus of the orb when using mage attacks but still be able to use my sword when somone gets close

Just to clarify the rule on main-hand and off-hand: While the character builders tend to specify one weapon as being main-hand, and the other off-hand, this only really matters if both objects are actually weapons, in which case you can only use the off-hand weapon if it has the off-hand property or you are a two-weapon fighting style ranger. An implement only needs to be held, not wielded so it can always be used normally for implement powers while in the "off-hand".
Also, since you can switch which hand is main-hand and which is off-hand every round and few classes other than Ranger have attacks that use two melee weapons, it really doesn't come up as an issue very often anyway.

If you are using the Weapon of Speed as an implement (i.e. probably it's a dagger for a sorc) then yes. It's an RBA made with the weapon.

Here' my DM's evidence against:
Using a Weapon as an Implement: If you’re able to use a weapon as an implement, the weapon works like a normal implement for you, but you use neither the weapon’s proficiency bonus nor its nonmagical weapon properties with your implement powers.
When you use a magic version of the weapon as an implement, you can use the magic weapon’s enhancement bonus, critical hit effects, properties, and powers. However, some magic weapons have properties and powers that are worded in such a way that they work only with weapon attacks. Also, a weapon’s range and damage die are usually irrelevant to implement powers, since such powers have their own ranges and damage expressions.
Weapon of Speed's attack power says: "Effect: You make a ranged basic attack with this weapon."
Alright. Unless I can be convinced otherwise, I'm going to have to say that in the future, this power cannot apply to uses as an Implement, only as a Weapon. (Thank the gods for 4e keywords.)
Any actual rules to prove this false?
