the rider and mount share a single set of actions, meaning you've effectively cut both PCs in half in terms of what they're capable of accomplishing.
DMG p.46: "You can allow the PCs and the creatures they ride to get their own sets of actions, especially if a character rides a powerful, intelligent monster such as a dragon. However, at that point you have effectively added an additional member to the party."
The mounted combat rules seem like the best method of simulating a pixie on another PC.

You target, and hit or miss, every creature in the burst or blast.*
And yeah, Wrathful Vapors can get some pretty silly damage if things are clustered enough. But it's a level 25 daily that basically only does damage, it'd better be powerful.
* Except for the creature that is generating a close burst effect, unless specified otherwise.

This. PCs mounting PCs is explicitly allowed.

In what books are themes?
They first appeared in the Dark Sun Campaign Setting, but there were more themes in the Neverwinter Campaign Setting, Heroes of the Feywild, and Heroes of the Elemental Chaos. There have also been some themes in Dragon artices online.

Order Adept Theme question. It says at Level 5, if you have a spellbook, you can add one 2nd-level wizard utility power to it. Does the character have to be a wizard to get this? Or does the character just need to have purchased a spellbook and it doesn't matter what class they are?

You just need to have a spellbook.
See Blackstaff Apprentice for comparison, which specifically requires it:
Prerequisite: Wizard. You must be able to prepare spells from a spellbook (such as with the Arcanist’s Spellbook, Bladesinger’s Spellbook, or Mage’s Spellbook class feature).You just need to have a spellbook.

Thanks Plaguescarred. One more question. Have you tried using the character builder for it? For some reason it adds everything else from the theme except for the wizard spell, even if I have the spellbook in my inventory. Just wanted to know if anyone else had that issue.

Its a bug from the CB. It possibly has been coded to work with the Arcanist's Spellbook feature by mistake.
