The most recent Grab rules don't say this anymore.

Spoiler: Show

Move A Grabbed Target
A creature can try to move a target it is grabbing, whether or not it used the grab power to grab the target.

Move a Grabbed Target
         Action: Standard action.
Strength Check: The creature makes a Strength check opposed by the Fortitude of a target it is grabbing. The check automatically succeeds if the target is a helpless ally of the creature.
Success: The creature can move up to half its speed and pull the target with it. The creature’s movement doesn’t provoke an opportunity attack from the grabbed target, but the movement otherwise provokes opportunity attacks as normal.

Yep, the RC didn't reprint a lot of rules and it specifically changed a lot of them. Are you suggesting that every rule not reprinted in the RC stopped being a rule? Because, for instance, the only thing that prevents charge weapons from working in the off-hand is in AV. The RC section on moving a grabbed target in no way contradicts the specific rule concerning helpless allies, in the same way that the (identical) section on it in the original PHB didn't contradict it.

If a zone is cast over another zone, do they both co-exist? Or one supercedes the other?
For example, if a wizard casts "Evard's Black Tentacles," then another wizard casts "Necrotic Web" in the same area.  What happens?

Thanks in advance.

Nope. But rules reprinted in the RC have precedence when they differ as they are the latest print.

Zone can overlap as normal. The only exception is if multiple overlaping zones impose a penalty to the same roll or game statistic, only the worse penalty apply.

A creature that would enter and then start its turn in zones of both Evard's Black Tentacles, and Necrotic Web would be subject to an attack and would takes 4d6 necrotic damage, and be slowed (save ends).

RC 121 Overlapping Zone: If zones overlap and impose penalties to the same roll or game statistic, a creature affected by the overlapping zone is subject to the worse penalty; the penalties are not cumulative.

Yes, but this is not a change.  It's just a "did not print a new version of a different rule."

Confused about Stealth?  Think "invisibility" means "take the mini off the board to make people guess?"  You need to check out The Rules Of Hidden Club.

It is a change from the original rule. This particular note has been deleted after it was modified and rolled into the Strenght Check instead.

Okay this might be a bit of a noob question but when a burst or blast power says the target is every creature in the zone does this mean that the creature in the origin square is the technical target or literally every creature is considered the target. I only ask because I'm confused by the effect of a lvl 25 sorceror power called wrathful vapors where on hit:
3d6+Cha mod lightning dmg and each creature adjacent to the target takes 2d6+Dex mod acid damage.

So if I have say a line of three enemies all three would take the first hit but would the outer 2 enemies take the add on dmg only or would it kinda cascade around compiling the dmg on all three of them?

You target, and hit or miss, every creature in the burst or blast.*

And yeah, Wrathful Vapors can get some pretty silly damage if things are clustered enough.  But it's a level 25 daily that basically only does damage, it'd better be powerful.

* Except for the creature that is generating a close burst effect, unless specified otherwise.
