Oh, it should be emphasized that the original printings of the books had separations between the various implement classes. Meaning a swordmage couldn't use a sword as an implement for a wizard spell.
That's since been removed: if you have implement proficiency, you have implement proficiency. Doesn't matter what class the spell came from, just as it doesn't matter what class a weapon power came from, you can use it with any weapon you have proficiency with.

When I use a power that has a shift effect before a melee attack, such as the Barbarian's Pressing Strike, does the target of the melee attack have to be in range before the shift?

Hi!
Is there any limit to the bonus hp one can get from the strongheart tattoo?
For example, if one gains more healing surges from others (eg.: from Comrades' Succor ritual) could he possibly end up with a bonus from strongheart tattoo higher than his initial number of surges?

There is no limit to the number of extra hit points that can be regained with a Strongheart Tattoo, you regain extra hit points based on the number of healing surges you have spent since your last extended rest.

That's mostly true, but there's an exception that it's useful to know exists.
Some magic items specifically say that the item "can be used as an implement for [classname] powers" or equivalent words. THOSE restrictions remain, if that's how you're getting the ability to use the item as an implement.
For example, a Songblade is - by its own description - an implement for Bard powers only. And if you're able to use your blade as an implement solely because it's a Songblade, that restriction is still in place. On the other hand if you're a Swordmage and pick up a Songblade, well, it's a light or heavy blade, and that's what you have implement proficiency with, so you can use it as an implement for anything. (Why you'd be picking up a Songblade in that case...)
