It won't be great but it would produce one of the strongest MBAs in the game.

A straight MBA and a power that can be used on the charge are not the same.
Especially when you have attack-granting leaders.

Since the hexblade powers contain the "weapon" keyword and the hexblade pact weapon is a weapon with weapon type keywords and the kensei choose a weapon to focus on it only made sense that a hexblade who wanted to focus more on their weapon would become a kensei with that weapon, char concept wise that sounds great. I was looking to eak every last drop of dmg from a gloomblade and figured 4 more dmg per hit was not a bad deal. Ah well.

This won't work as comprised. If going for a FeyBlade Charger and Kensei i need a way to get a type for the Blade of Winter Mourning. Kensei has no option for "light blade". I also can't reserve manuever out master stroke for a fighter power since i have no fighter powers. I should do more research before shooting off my mouth.

I'm looking for away to do some pretty nasty ongoing damage. Either using the Ranger Class or the Assassin class. I'd like it to be multipile times an encounter. Can you help me either a) do that via suggestes of feats powers and so on) or B) direct me to a guide that discusses this (both the ranger and assassins guides do not discuss this)

Why? Ongoing damage isn't as good as damage.

Received wisdom on this is that attempting to optimize for ongoing damage is mechanically quite weak. That's likely why you don't see the matter addressed in those guides.

Eh, if you want to play an assassin, just play a rogue.
