Assuming you mean Ko'd by hit point loss (ie. dying) and not falling Unconscious due to some other effect. Are you still below half hp? Yes, you count as bloodied, however regen is prevented while dying.

Just a quick note, regeneration does not work if you're at or below 0 hps (just in case that was the unconscious you were referring to).
Edit: Ninjas errywhere.

Is Persistent Harrier a legal choice for a hybrid battelmind to take via Hybrid Talent Psionic Study?
Yes, so is Wild Focus.

Beastblooded Minotaur: Immediately after you spend an action point to take an extra action, you can charge as a free action. I guess by RAW this means:
- I spend an action point
- gain a Standard Action
- I charge
- waste the Standard I just gained, because I can not take actions after a charge
So it is clearly not RAI. What should be the real squence?

You spend it "to take an action" so until you take that action, you haven't fulfilled the requirements for your free action charge to go off.

you don't gain a Standard Action, you gain an extra action. Whether you choose to use the extra action as a standard, move or minor it is a Free Action, and thus can be taken after you charge.

I am positive that is not correct.

This is incorrect. You spend an action point. You gain a standard action which can be used later in your turn. If you then charge, you can take no other actions but free actions. By strict RAW, this AP feature is pretty useless.
You spend an AP to take an extra action every time you spend an AP, with the exception of things like Blade Dancer's AP feature, which replace the extra action rather than granting you one.
