Im looking at level 1, with a charge. Though it looks like it will have to be 2d8+1, 1d8+1d4+1 for my offhand.

Can you opt not to take a PP when you get to 11th, and take it at a later time? Say, after getting to 21st and taking an ED, then a PP? Can a PP be retrained? In the Compendium, it does not state you can retrain that... but also it does not state that you can retrain a theme, and the CB lets you do that. Where are the relevant rules for that?

The problem is that I need an Enc power/combo that will do roughly 32dmg, consistently.

I don't think you can delay picking a PP. You can't retrain it. The books which released themes explicitly state they are retrainable.

Why?
Theoretical thing Im working on with some friends. Right now my best effort comes from a Blackguard|Exe\Rog who can do 2d8+2d6+12+7+ ongoing 5(c/n) +ongoing 2(p). Trying to see if I can beat it with something else.

Is there any mention in the rules on how you determine which hand is your off hand and which is your main hand for feats/powers like TWO and Ruffling Sting? Do you declare which is your main hand at character creation or do you declare it when making an attack? I couldn't find anything in the rules compendium.
