What were the rules again behind contructing magic wands? Can you construct a wand that holds any at-will or encounter power you like?
No, you can only create the wands listed in the compendium. There are some wands that contain an at-will that can be used once per encounter.
Generally you can only use the powers you know, with some rare exceptions, like Armor of Exploits.

That's completely untrue. PHB section on wands specifies quite clearly that you can make whatever wand you want, with guidance on how.

You are right. I have never read this part.
Now I read it, but still seems a bit unclear to me. It says you can put any encounter power into it, but it does not say how often you can actually use it. From the examples it seems once per day.

Has someone written a guide to melee basic optimization? I'm looking at making a skald and since I'd be making a lot of MBAs I'd like to twink them out. I feel like there must be an MBA optimization guide ut there somewhere but I've not found it. Thanks!
