Yes; that's exactly what that section is for.
"The world does not work the way you have been taught it does. We are not real as such; we exist within The Story. Unfortunately for you, you have inherited a condition from your mother known as Primary Protagonist Syndrome, which means The Story is interested in you. It will find you, and if you are not ready for the narrative strands it will throw at you..." - from Footloose

Staff of Ultimate Defense from AV1.
Does the enhancement bonus to Staff of Defense feature apply to the static +1 AC that is a constant effect or to the Immediate Interuppt that is based on Con?
It applies to the ones you use, and only when you use it. The passive one is not "used", so Staff Of Ultimate Defense doesn't apply.

Is there any way to drink a potion as a free action instead of a minor?
... congratulations, Monkeygentleman. You won the unwinnable.
| monkeygentleman, you are the worst thing to happen to the CharOp forums since Mearls took over WotC.

Not that I know of.
(And it's not "minor action to drink a potion", it's "use a potion, expending the action type the potion requires". It's just that 99% of potions use Minor Actions - but nothing precludes the possibility of a Standard Action Elixir or a Move Action Ointment or something.)

My wife asked me if her pants made her look fat. What do you think I said?
Wife: Do these pants make me look fat?
RedSiegfried: I just killed a bunch of orc women and children.

Does the Devastating Ki Focus property apply to shroud damage and/or sneak attack damage?
I'm building a hybrid assassin/rogue and it looks really useful. The wording looks very similar to gauntlets of destruction, which I believe does apply to sneak attack and quarry damage.

What accuracy should a defender aim for? i.e. is +35 to hit at level 30 with implement powers to low for a swordmage?
Time for some thrilling heroics....

Well... with a 16 stat level+2 vs NADs and level+4 vs AC is the lowest you should get (and is the minimum that is playable in terms of fun imo). Optimized characters are running at a minimum of +35 vs AC and +33 vs NADs. Most will be at 36+ vs AC and 34+ vs NADs.
You're at level+5 vs NADs though, so you're fine.
